The October 23, 2025, Executive Committee BUDGET meeting will be a hybrid meeting. Members of the  
public can either attend in person or virtually via Zoom.  
The public can attend in person at City-County Building room 354, 201 Martin Luther King, Jr., Blvd.,  
Madison.  
The public can access the meeting virtually with the Zoom application or by telephone.

IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item

The meeting was called to order at 5:40 p.m. Also present: Supervisors  
Downing, Rose, Ritt, Furman; Corporation Counsel Pabellon; CBO staff

A motion was made by ENGELBERGER that the minutes be approved. The motion  
carried by a voice vote.

committee and therefore no committee action was taken on budget

Public registrants spoke on the resolution. A registration report is attached with  
these minutes and provides details on registrant positions.  
The resolution's sponsors--Supervisors Rose and Ritt--spoke in support of Sub  
1 to the resolution. Supervisor Downing spoke in opposition to Sub 1 to the  
resolution. Corporation Counsel was consulted on the legal status of the case  
as it related to the resolution. Discussion ensued and committee members  
asked questions of various members of the public giving testimony. Committee  
members spoke regarding their reasons for voting to recommend Sub 1 to the  
resolution for approval.  
Final tally of public comment based on online registration report and additional  
public registrants in the meeting room:

A motion was made by ENGELBERGER that the resolution be suspended from the  
rules to allow for three minutes of testimony per person rather than five minutes  
in order to hear all testimony before adjourning for the County Board meeting.  
The motion carried by a voice vote.  
A motion was made by ENGELBERGER that the Resolution be Sub. 1 to the  
resolution be recommended for approval. The motion carried by a voice vote.
