The October 16, 2025, Executive Committee BUDGET meeting will be a hybrid meeting. Members of the  
public can either attend in person or virtually via Zoom.  
The public can attend in person at City-County Building room 354, 201 Martin Luther King, Jr., Blvd.,  
Madison.  
The public can access the meeting virtually with the Zoom application or by telephone.

A. Call To Order  
The meeting was called to order at 4:30 p.m.. Also present, Wesley Sparkman  
(OEI), Scott McDonell (County Clerk), Cecely Castillo (Co Bd Office), Carrie  
Springer (Executive's Office), Sup. Furman, Lisa MacKinnon.  
There were no registrants to speak or taking a position on any item.

A motion was made by ENGELBERGER that the minutes be approved. The motion  
carried by a voice vote.

D. Budget Discussion and Amendments  
There were no operating or capital budget amendments before the committee  
and therefore no committee action was taken on amendments.

Representatives of the Tamara D. Grigsby Office for Equity and Inclusion,  
County Clerk, and the County Board Office spoke briefly and each indicated that  
there were no changes to their departments' budget requests in the Executive's  
budget proposal.  
Mr. Sparkman spoke about the importance and value of the budget process the  
county is going through, recognizing that local governments are doing the  
critical work to ensure justice and democracy across the country right now.

AMENDING CHAPTER 6 OF THE DANE COUNTY CODE OF ORDINANCES,  
1.  
REGARDING FILLING SUPERVISORY VACANCIES  
FRIES, ENGELBERGER and MILES

Discussion ensued among committee members regarding criticisms of this  
OA. Chair Miles and several committee members pointed out that the OA is  
consistent with state statutes and is partly intended to avoid disenfranchising  
the student population due to irregularly scheduled special elections. In addition,  
Chair Miles pointed out that when there is a vacant seat and there is a call for  
candidates who wish to be considered for appointment, they must not only  
collect signatures in the district to submit their candidacy for appointment, but a  
candidate hearing is also held in the district with the vacant seat.  
A motion was made by ENGELBERGER that the Ordinance be Sub. 1 to the  
ordinance amendment be recommended for approval. The motion carried by a  
voice vote.  
AMENDING CHAPTER 7 OF THE DANE COUNTY CODE OF ORDINANCES,  
REGARDING CONTRACT MODIFICATIONS

Supervisor Furman indicated that he spoke with the Department of  
Administration regarding this OA and they indicated a preference to move this  
issue from Chapter 7 to Chapter 25 of the county ordinances in order to avoid  
confusion. He recommended indefinite postponement in committee, which  
permanently prevents the item from moving forward to county board action.  
A motion was made by ENGELBERGER that the ordinance be postponed  
indefinitely in committee. The motion carried by a voice vote.  
AMENDING CHAPTER 25 OF THE DANE COUNTY CODE OF ORDINANCES,  
REGARDING CONTRACT MODIFICATIONS

Sup. Huelsemann moved to amend the OA to allow for a 72-hour notice period  
to accommodate possible translation or interpretation needs. Committee  
members indicated that the majority of contract amendments are small  
technical additions and also they have a concern that the extra time would delay  
contracts getting before the board in time for required action, especially in  
months where there is only one board meeting scheduled.  
A motion was made by HUELSEMANN that the Ordinance be amended to change  
the numeral in Line 23 from "24" to "72." The motion to amend FAILED.
