The September 4, 2025, Executive Committee meeting will be a hybrid meeting. Members of the public  
can either attend in person or virtually via Zoom.  
The public can attend in person at City-County Bldg., 210 MLK, Jr. Blvd, Madison, WI, 53703. Room 354.  
The public can access the meeting virtually with the Zoom application or by telephone.

IN PERSON: Any members of the public wishing to register to speak on/support/oppose an agenda item  
can register in person at the meeting using paper registration forms. IT IS HIGHLY ENCOURAGED TO  
REGISTER VIA THE ZOOM LINK ABOVE EVEN IF YOU PLAN ON ATTENDING IN PERSON.  
In person registrations to provide public comment will be accepted throughout the meeting.

A. Call To Order  
The meeting was called to order at 5:03 PM. Also present: Supervisors Rose,  
Ritt, Boetcher; Staff: Moffitt, MacKinnon.  
Chair Kemp indicated that due to the large number of registrants on agenda  
items and the need to address all agenda items in a timely manner, he would  
invoke DCO Ch 7.225(2)(a), assuming unanimous consent by the committee,  
to limit public testimony to three minutes instead of five minutes per person,  
per item. There was no objection.  
There was a large volume of registrations from the public on 2025 RES-119.  
The registration report is attached with the minutes from this meeting.

A motion was made by ENGELBERGER that the minutes be approved. The

AMENDING CHAPTER 6 OF THE DANE COUNTY CODE OF ORDINANCES,  
REGARDING FILLING SUPERVISORY VACANCIES

Attachments:  
Supervisor Fries, the sponsor of 2025 OA-008, spoke to the committee and  
requested postponement to Sept 18th in order to amend and refine the OA  
based on concerns regarding the unintended effects of the OA. He outlined his  
intentions for the OA and some unintended impacts that have been raised,  
which he'd like to try to rectify before the Executive Committee and County  
Board take action on it.  
A motion was made by ENGELBERGER that the ordinance be postponed to the  
Executive Committee, due back by 9/18/2025. The motion carried by a voice vote.  
CALLING ON WISCONSIN DEPARTMENT OF AGRICULTURE, TRADE, AND  
CONSUMER PROTECTION (DATCP) TO REVOKE RIDGLAN FARMS’  
COMMERCIAL DOG BREEDER LICENSE AND PLACE DOGS IN  
CUSTODIAL CARE DURING ONGOING INVESTIGATION

Attachments:  
Supervisors Ritt and Rose, co-sponsors of 2025 RES-119, with Sups. Boetcher  
and Blaziewicz, spoke and requested a postponement of action on this item  
until October 23rd in order to work on additional refinements /amendments to  
the resolution. Supervisor Downing spoke in support of this postponement.  
Despite the postponement, the Chair indicated that those who still wished to  
give testimony on the agenda item tonight instead of waiting until the October  
23rd meeting of the Executive Committee were welcome to do so.

A motion was made by MILES that the resolution be postponed to the Executive  
Committee, due back by 10/23/2025. The motion carried by a voice vote.
