A motion was made by ENGELBERGER, seconded by BLAZEWICZ, that the  
minutes from the February 4, 2026 Lakes and Watershed Commission meeting be  
approved. The motion carried by a voice vote 8-0.

F. Public Comments on Proposed Amendments to Chapter 71: Regulations of Icebound  
Inland Waters  
James Kusuda provided public comment in opposition to the proposed changes  
to chapter 71.  
Commission members discussed the proposed changes and asked for further  
clarification regarding personal floatation devices.  
Proposed amendments to Chapter 71: Regulations of Icebound Inland Waters  
A motion was made by GREB, seconded by FURMAN, that the proposed  
ordinance language be amended to include the definition of a personal  
floatation device including Type II floatation and that the amendments be  
introduced to County Board. The motion passed by a voice vote 8-0.  
G. Reports to Committee  
1. 2027 Lakes and Watershed Commission Budget Discussion  
Commission members discussed the 2026 Commission Budget  
Recommendations and asked staff to update the document for 2027.

H. Future Meeting Items and Dates  
Commission members asked for an update on department discussions with  
Corporation Council on the commissions budget authority. Members also asked  
for presentations on neonicotinoids as well as changing ice conditions on the  
Madison Lakes.  
Next Lakes and Watershed Commission meeting tentatively scheduled for April 15th at 5:30 pm.

A motion was made by GREB, seconded by FURMAN, that the meeting be  
adjourned. The motion carried unanimously.
