C. Presentations  
1. COMMUNITY JUSTICE INITIATIVE  
Presented by Isabel Anadon  
Overview of the Community Courts Initiative grant from the Bureau of Justice  
Administration (BJA). Dane applied to the Planning & Implementation program, and was  
successfully awarded. The six principles of community courts are embedded into the  
grant: 1) Enhanced information, 2) community engagement, 3) collaboration, 4)  
individualized justice, 5) accountability, and 6) outcomes. The purpose is also to  
address root causes of inequity. This is growth and expansion of initiatives, but will not  
duplicate existing services. There are three stages of the grant: 1) planning, 2) pilot  
implementation, and 3) full implementation. The planning period will be six months at  
the beginning of the grant, and community engagement will be particularly critical at this  
stage. The Board is in the process of accepting the grant, which involves technical  
action from the County Board.

2. 2023 BUDGET (KOSTELIC & THURLOW)  
Presented by Jeff Kostelic, County Executive; Karin Peterson-Thurlow, County Board of  
Supervisors  
Discussion of creation of Office of Justice Reform and Equity. The Office will transfer  
two positions from County Board of Supervisors (CJC Research Analyst and CJC  
Research Data and Evaluation Analyst) and add three new positions. Funding will  
include staffing, operating costs, office space, micro-grants to provide seed funds to  
innovative initiatives from community organizations, reentry programming, and county  
board criminal justice initiatives. This Office does not replace the CJC; instead, it will  
offer additional support to the CJC’s direction.  
3. AMENDING CHAPTER 15 OF THE DANE COUNTY CODE OF ORDINANCES,  
REGARDING THE NAME AND MEMBERSHIP OF THE CRIMINAL JUSTICE  
COUNCIL (SUP. HUELSEMANN)  
Presented by Supervisor Huelsemann  
Review of County Resolution regarding amending the name and membership of the  
Criminal Justice Council. If passed, this amendment will add two people with lived  
experience of incarceration and one person with lived experience of mental health  
conditions to the CJC. It will also add community members to the Behavioral Health  
subcommittee and the Racial Disparities subcommittee. This is intended to center the  
voices of the people most impacted by the criminal justice system.  
4. DISCUSSION OF ‘JFA Institute Response to 2021 RES-320’ PRESENTATION  
TO THE DANE COUNTY CRIMINAL JUSTICE COUNCIL ON JULY 28, 2022

Review of JFA Institute presentation. The data shows that there was a drop in average  
daily jail population (ADP) at the start of the COVID-19 pandemic, and there has been a  
steady increase since that point. The presentation shows the difference in a  
point-in-time jail population in July 2021 compared to July 2022. Dane County continues  
to have very high racial disparities in incarceration. Review of October 2021  
recommendations regarding jail population and jail design.

D. Action Items  
1. RECOMMENDATION TO THE CRIMINAL JUSTICE COUNCIL ON THE  
FORMATION OF A CJC SUB-COMMITTEE TO GUIDE COMMUNITY  
JUSTICE/COURT INITIATIVES IN DANE COUNTY  
Motion to discuss action item moved by Ozanne, seconded by Triggs.  
Review of the action item to recommend creating a subcommittee to guide community  
justice/court initiatives. This would relate directly to the Community Justice Initiative  
discussed in Item C(1) during this meeting. Discussion of amending the language about  
the frequency of subcommittee meetings. The recommendation currently states that the  
subcommittee would meet “a minimum of twice per month,” but the frequency may  
change over the different stages of the grant. During the 6-month planning period, the  
subcommittee would meet at least twice per month, but following that first stage it might  
meet less frequently.  
A motion was made by OZANNE, seconded by TYE, that the recommendation  
be approved as amended. The motion carried unanimously.

Presenters are unavailable, so there will be no update at this time. The subcommittee

12:15pm.
