A. Call To Order  
Co-chair Ulysses Williams called the meeting to order at 5:38 p.m. with a quorum  
present. Because of unstable internet connection Co-chair Williams was  
experiencing, Linda Ketcham chaired the rest of the meeting.

B. Consideration of Minutes  
A motion was made by Benford and seconded by Doolan to approve the minutes  
of September 19 2022. Approved with no opposition.

A motion was made by Kamp, seconded by Williams, to limit public comments to  
3 minutes. Motion passed unanimously.  
A motion was made by Williams, seconded by Doolan, to take up item H public  
comment before other agenda item. Motion passed unanimously.  
A motion was made by Doolan, seconded by Benford, to take 5 minute recess for  
the committee staff to rerun the public comment registration report for any late  
registrants. Motion passed unanimously.

D. Presentations  
1. Affordable Housing Development Fund - Dane County: Presentation by Jenna  
Wuthrich  
AHDF - CCHIC  
Jenna Wuthrich provided information on the Dane County Affordable Housing  
Development Funds including preference, funding source, application cycle, award history  
and changes made over the years and answered questions from the committee.  
2. Affordable Housing Development Fund – City of Madison: Presentation by Linette  
Rhodes  
CITY ADHF - CCHIC  
Linette Rhodes provided information on the City of Madison’s strategies to create  
affordable housing, including 2022 Affordable Housing Development Funds Request for  
Proposal (RFP), projects supported by the previous funds, and other programs such as  
Housing Forward RFP without tax credit and home loans and answered the questions  
from the committee.  
3. Eviction Prevention CORE: Presentation by Ashley Ballweg and Linette Rhodes  
CITY COUNTY CORE UPDATE  
Ashley Ballweg and Linette Rhodes provided information on the Dane Core and Dane  
Core 2.0 programs including funding sources, total funding available and households  
served to date and next steps for the Dane Core 2.0 and answered the questions from the  
committee.

4. CDBG - Dane County: Presentation by Joanna Cervantes  
CDBG-HOME CCHIC UPDATE  
Joanna Cervantes provided CDBG/HOME program overview, including objectives, eligible  
activities, recent projects, annual funding process and 2023 proposed allocation and  
answered questions from the committee.

E. Action Items  
1. 2023 City of Madison and Dane County Budget Recommendation  
Casey Becker shared highlights of the County Executive’s proposed budget in the areas  
of housing and homeless services and answered questions from the committee.  
Linette Rhodes shared updates the City of Madison’s budget process.  
The Committee also discussed the next steps to plan joint funding support for the Dairy  
Drive urban campground.  
A motion was made by Figueroa-Cole, seconded by Doolan, to recommend  
that the City and the County work collaboratively to support the ongoing  
operation costs of the Dairy Drive urban campground. Motion passed  
unanimously.

G. Reports to Committee  
1. Men's Shelter Update  
Sarah Lim provided updates on the temporary men’s shelter and the permanent shelter  
development.  
2. Covid-19 Response Updates  
COVID-19 RESPONSE UPDATES 10-3-22  
Kristina Dux, Melissa Mennig and Sarah Lim provided updates on COVID-19 Vulnerable  
Population Hotel, Unsheltered Response Hotel, Isolation and Quarantine Center, Hotel to  
Housing Program, and congregate shelter utilization and answered the committee  
members’ questions.  
H. Future Meeting Items and Dates  
The next CCHIC meeting is scheduled Monday, November 7, 2022 at 5:30pm. The  
County’s budget deliberation meeting is scheduled for the same date starting at 7pm,  
which may affect the quorum. The Committee staff will send out an email to find if the  
committee can find a different meeting date.
