The Monday January 9, 2023 AAA Board meeting will be a hybrid meeting. Members of the public can

B. Consideration of Minutes  
Minutes from November 7, 2022  
A motion was made by CLAUSIUS, seconded by WERNER, that the minutes be

1. State and Federal Report  
Laura Langer of the WI Bureau of Aging and Disability Resources (BADR) reported  
Consolidated Appropriations Act, 2023. In December, the Federal Government passed  
the CAA and there were some very minor increases in funding for OAA program. We had  
hoped that congress would have allocated more funding to sustain many of our programs  
but it did not occur. We suspect that legislators noticed unspent ARPA dollars and did  
not forecast the future needs. Keep in mind the numbers below will fund all 50 states and  
Wisconsin gets to share these dollars with all 50 states. Funds are distributed based on  
the 60+ population in every state.  
Administration for Community Living (ACL) – The bill funds ACL at $2.5 billion, an  
increase of $220 million above the fiscal year 2022 enacted level. This amount includes  
additional funding for: Senior Nutrition, Home and Community-based Supportive Services,  
Family and Native American Caregivers Services, Protecting Elder Rights and Preventing  
Abuse, Adult Protective Services Grants, National Long-Term Care Ombudsman  
Program; Direct Service Programs for People with Disabilities, and finally the Lifespan  
Respite Program.  
The State is in the process of gathering information from all Aging Units/AAA for the  
federal National Aging Program Information Systems (NAPIS). The NAPIS report by  
ACL is to study the use and costs of OAA Services. Then DHHS makes a pitch to  
congress about Aging needs. Reporting is advocacy and we appreciate that Dane County  
was the first of the WI AAAs to have their data into the State Office on Aging.  
Senior Community Services Employment Program participants are transitioning to host  
agencies for training to make them more marketable for permanent employment.

AAA Manager Sridevi Mohan is having a meeting with Esther Olson and Jill Mchone from  
the AAA Legislative/Advocacy Committee.

6. Board Member Status  
AAA Clerk Cindy Matulle reported that Cleveland James should be approved for  
appointment to the AAA Board at the January 19, 2023 County Executive meeting.  
7. Chair & Staff Reports  
AAA Manager Sridevi Mohan discussed the following with the Board Members:  
-Hybrid meetings will be in place moving forward.  
-Discussion regarding AAA Board meetings 2023 and beyond. Decreased 2023  
AAA Board meetings to eight a year. Dates to be determined yet.  
-Aging Program Specialist Claire Purkis and AAA Manager Sridevi Mohan discussed  
about the new caterer, Little John’s that is serving the Senior Nutrition meal program.  
AAA staff are working with Little John’s every day and with the focal point meal site  
coordinators to address/issues concerns that have come up during this startup phase  
with Little Johns.  
-Dane County AAA/USAging Health Equity Learning Collaborative  
AAA Selected for Building Accountability for Health Equity Learning  
Collaborative  
Dane County AAA awarded training through USAging’s Aging and Disability Business  
Institute. We are one of 12 AAA agencies in the country selected for this training.
