A. Call To Order  
The meeting was called to order at 5:00 p.m.  
Staff and others present: Peter Ouchakof, Casey Becker, Joanna Cervantes, Michelle  
Bozeman, Pedro Ruiz, and Gorejer Her (staff); Carlos Pabellon (Corporation Counsel);  
see registration report, attached, for list of other members of the public present.  
B. Public Comment on Items not on the Agenda  
None.  
C. Consideration of Minutes  
Motion by DeGollon, seconded by Crossley, to approve the minutes of the October 25,  
2022 CDBG Commission meeting. Motion carried unanimously by a voice vote.

Approved.  
D. Presentations  
Staff provided an overview of the request by Movin' Out to allow a waiver on Dane  
County's mortgage reduction standards for a prospective homeowner in the Village of  
Mount Horeb. Vivian Rayam and Rebecca Wiese (Movin' Out) provided supplemental  
information on the homeowner's income qualifications and projected front-end  
debt-to-income ratio, and answered questions from the Commission.  
E. Action Items  
MOVIN' OUT REQUEST- EXCEPTION TO MORTGAGE REDUCTION  
STANDARDS.  
Motion by Amegashie, seconded by Crossley, to approve the Movin' Out Request-  
Exception to Mortgage Reduction Standards. Motion carried unanimously by a voice  
vote.  
Approved.  
CONSIDERATION OF MOTION TO RESCIND COMMISSION APPROVAL  
OF RECOMMENDATIONS FOR THE 2023 CDBG/HOME PROPOSALS.  
Members of the public who registered to speak on this item were called upon and allowed  
up to 3 minutes to provide public comment. A list of those who registered to speak can  
be found in the attached Registration Report.  
Casey Becker (HAA Division Administrator) provided information related to a procedural  
error in the 2023 CDBG allocation process. It was determined that one of the review  
team members used evaluation criteria that were outside the scope set forward and  
approved as part of the annual allocation review award process. As a result, staff  
recommends that the Commission take up a motion to rescind its approval of the 2023  
funding recommendations passed at the October 25th meeting.  
Motion by Ripp, seconded by Brown, to rescind the approval of the 2023 funding  
recommendations that were passed at the October 25th meeting. Motion carried  
unanimously by a voice vote (Amegashie abstained).  
Approved.  
DISCUSSION AND POSSIBLE ACTION ON NEXT STEPS RELATED TO  
FUNDING RECOMMENDATIONS FOR 2023 CDBG/HOME  
PROPOSALS.  
Members of the public who registered to speak on this item were called upon and allowed  
up to 3 minutes to provide public comment. A list of those who registered to speak can  
be found in the attached Registration Report.  
Ms. Becker provided a staff recommendation that all scores submitted by the review  
team member who used evaluation criteria outside the scope of the 2023 review process  
guidelines be removed from the project ranking and that the remaining review team  
members reconvene to review the project rankings using the updated scoring averages.  
Following the meeting of the application review team, the standard award approval  
process would be followed including initial approval of the funding recommendations by  
the CDBG Commssion; a new 30 day public comment period; final approval by the CDBG  
Commission; and approval by the Dane County Board.  
Motion by Amegashie, seconded by Fletcher, to approve the staff recommendation on  
next steps related to funding recommendations for 2023 CDBG/HOME proposals as  
presented above. Motion carried unanimously by a voice vote.  
Approved.

G. Future Meeting Items and Dates  
December 6, 2022 (full CDBG Commission); and a meeting of the Application Review  
Team at a to-be-determined date prior to the 12/6/22 meeting.

Motion by Amegashie, seconded by Torrence, to adjourn. Motion carried unanimously by  
a voice vote, and the meeting adjourned at 6:00 p.m.
