Chair Ripp called the Park Commission meeting to order at 5:30 PM.  
Staff Present: Joleen Stinson, Sharene Smith. Chris James attended virtually.  
Others Present: Brian Arndt, Development Director Madison Area Food Pantry Gardens  
(MAFPG) Board, Matt Lechmaier MAFPG Farm Manager.  
Youth Governance Member Emily Cai attended virtually.

B. Consideration of Minutes  
Minutes of the December 14, 2022 Park Commission  
A motion was made by THORESEN, seconded by BROUWER, that the Minutes be  
approved. The motion carried by a voice vote 6-0, YGP 1-0.  
Chair Ripp requested to move the Madison Area Food Pantry Gardens Conservation  
Fund Grant Application presentation to the top of the agenda. There was unanimous  
consent by Park Commission members.  
F. Presentations  
1. Conservation Fund Grant Application from Madison Area Food Pantry Gardens: the  
Pope Farm Homestead  
Brian Arndt, Development Director Madison Area Food Pantry Gardens (MAFPG) Board  
of Directors gave a overview of the MAFPG and their desire to purchase the Pope Farm  
Homestead for a permanent farm center. Their request from the Dane County  
Conservation Fund Grant Program is to purchase the 15-acre Pope Farm Homestead  
where they have operated on a lease-to-prove model for the past two growing seasons.  
This expanded footprint has allowed their organization to build capacity and make an  
even greater impact on the health and well-being of the community by helping to create  
more community-level nutrition security by increasing supply of first choice, fresh,  
culturally relevant produce.

DEPARTMENT OF NATURAL RESOURCES

A motion was made by THORESEN, seconded by MORAN, that the Resolution  
Requiring 2/3rds Vote be recommended for approval. The motion carried by a

AUTHORIZING ACCEPTANCE OF A LAND USE AGREEMENT BETWEEN  
THE WISCONSIN DEPARTMENT OF NATURAL RESOURCES AND DANE  
COUNTY FOR CONSTRUCTION OF A BICYCLE AND PEDESTRIAN TRAIL

E. Items Requiring Committee Action  
1. Conservation Fund Grant Application from Town of Westport and Groundswell  
Conservancy: LENA LLC parcel, North Mendota NRA  
There was unanimous consensus to direct staff to prepare the resolution to  
approve grant money for this Conservation Fund grant request.  
F. Presentations  
2. Legislative Process Overview  
Chair Ripp lead a brief discussion on how Park Commission fits in within the County's  
committee structure. The Environment, Agriculture and Natural Resources (EANR) is the  
standing committee for the Land and Water Resources Department. Chair Ripp also  
described what each agenda header means, and covered basic Roberts Rules of Order.

1. Urban Forestry Update  
This report was postponed until the Park Commission meeting on January 25, 2023.

bargaining reasons require a closed session.

A motion was made by BOGUE, seconded by MORAN, that the Meeting exit out of  
closed session. The motion carried by the following vote:
