B. Consideration of Minutes  
APRIL 27, 2023 HEALTH AND HUMAN NEEDS MINUTES  
A motion was made by CASTILLO, seconded by PALM, that the Minutes be  
approved. The motion carried by a voice vote 5-0 (YGP: 1-0).

1. Dane County Legislative Priorities  
a. Expanding Mental Health and Addiction Care  
b. Reproductive Rights  
c. Access to Gender Affirming Care  
d. Expanding Medicaid and Supporting Medicare for All  
e. Expanding Affordable Housing  
f. Tenants Rights  
Legislative Liaison Carrie Springer presented. Chair Wegleitner asked whether  
members could identify three issues to prioritize. Chair Wegleitner, Supervisor  
Huelsemann, and Supervisor Castillo provided the following suggestions for  
prioritization: (1) Expansion and full support for affordable housing; (2)  
Reproductive Rights (a part of public health); (3) More access to Mental Health  
services within health care; (4) Support for tenants rights; (5) Medicaid Coverage;  
Chair Wegleitner suggested the following as priorities: (1) Mental Health Services  
support within health care; (2) Expansion and full support of affordable housing;  
and (3) Aging and Disability Resource Center funding and advertising. The  
Committee agreed with Chair Wegleitner's suggestions by unanimous consent.  
2. Discussion on recruitment, appointment, and confirmation process for Director of  
Human Services  
Committee members discussed several ideas for future appointments within  
Dane County. Members came up with ideas of what could be helpful in the  
future, some which were: (1) create a more community based hiring process  
[town hall meetings, community input, stakeholder involvement possible]; (2)  
have a more precise and exact position description posted with the listing;  
(3) involve an outside, third-party, hiring company; (4) AI involvement to help  
the review of application materials and candidates.
