Minutes of the April 26, 2023 Park Commission  
A motion was made by BROUWER, seconded by GOFORTH, that the Minutes be  
approved. The motion carried by a voice vote 6-0, YGP 1-0.

A motion was made by BROUWER, seconded by MORAN, that the Resolution  
Requiring 2/3rds Vote be recommended for approval. The motion carried by a  
voice vote 6-0, YGP 1-0.  
E. Items Requiring Committee Action  
1. Approve Endowment Distribution Requests from the Madison Community Foundation  
Dane County Parks has a few different endowments held with the Madison Community  
Foundation. The Friends of Dane County Parks Endowment Fund has an identified  
purpose to enable Dane County Parks Division to support its mission. The portion of the  
Friends of Dane County Parks Endowment Fund distribution that goes to Dane County  
Parks supports the volunteer program.  
2023 Endowment Distribution Request Memo  
A motion was made by RIPP, seconded by BROUWER, to authorize the Parks  
Director to make a grant disbursement request from the Madison Community  
Foundation as presented. The motion carried by a voice vote 6-0, YGP 1-0.  
2. Friends of Dane County Parks Grant Program Awards  
Stinson provided an overview of the Parks Friends Grant Programs. Dane County Parks  
received nine (9) applications that met the mini grant program guidelines, for a total  
request of just under $12,000, which was almost double the amount of funding available.  
The Foundation for Dane County Parks board of directors recently voted to make up the  
funding deficit, matching County funding and bringing each grant award amount up to the  
total amount requested. Dane County Parks received three (3) applications that met the  
capital improvement grant program guidelines, for a total request of $27,264. There is still  
funding available, so capital improvement grants will remain open. Staff recommended  
approval of all grant awards as presented.

A motion was made by BROUWER, seconded by MORAN, that the Friends  
grants be awarded as presented. The motion carried by a voice vote 6-0, YGP  
1-0.  
F. Presentations  
1. Earth Week Event Recap  
Dane County Parks, the Foundation for Dane County Parks and several Friends groups  
collaboratively planned and promoted many Earth Week and Arbor Day activities,  
including both public and nonpublic events. Pascual highlighted the programs and  
partners for each event.

1. 2023 PARC and Ride Grant Program Plan  
The PARC & Ride Grant Program provides matching funds to local municipalities and  
non-profit organizations to develop new regional bicycle playgrounds or regional  
bicycle/pedestrian trails that are identified in the Dane County Parks and Open Space  
Plan or Bike Dane Initiative. The 2023 Dane County budget includes $500,000 for eligible  
projects. The grant application period will be opening soon with a proposed application  
deadline of June 30, 2023.
