1. Opportunity Project - Lucas County, Ohio
Presented by Sean McNulty and Daniel Huesman
The Opportunity Project is a voluntary resource that aims to address unmet needs for
people who are incarcerated pre-arraignment for felony cases and have a behavioral
health need identified. While they focus on first court appearance, this model could be
implemented in multiple parts of the system. However, earlier opportunities for
intervention may lead to better outcomes, particularly when they can target the reason
that someone is incarcerated.
Discussion of how other criminal justice data, such as the Public Safety Assessment
(PSA) pretrial risk assessment and its felony risk addendum. Discussion of funding
sources and opportunities from charitable foundations, public mental health services,
and the public defender’s office. Discussion about opportunities for expansion and staff
growth. The social worker provides service connection to community-based services, not
direct services; this ensures that clients can choose their own providers freely.
Discussion of victims’ rights laws. Discussion of length of involvement and funding
amount.
