BEHAVIORAL HEALTH SUBCOMMITTEE MEETING

A motion was made by CAMPBELL, seconded by SHIMKO, that the Minutes be  
approved. The motion carried by a voice vote.

1. Initial Discussion on Intercept 3: Jails/Courts  
Presentation by Clark-Bernhardt.  
Review of Sequential Intercept Model (SIM) mapping report, completed by Policy  
Research Associates in 2018. Progression to Intercept 3.  
Motion for a brief recess due to technical issues by Triggs, seconded by Shimko.  
Meeting recessed at 12:38pm; resumed at 12:45pm.  
Discussion ensues about current mental health practices, screening, treatment, and  
support in the Dane County Jail. There is still a long wait for an open mental health bed.  
Data on mental illness has improved since the 2018 report. Discussion of reentry  
services for people with planned release times. Discussion of competency assessment,  
restoration, and timeline. There are people who have multiple cases with multiple  
competency hearings over time, without maintaining competency. Discussion of  
challenges with transport to Winnebago for in-patient mental health services.  
Committee members should review report to determine if prior recommendations are still  
pertinent and whether the gaps identified in the report remain problems.

2. Update on Crisis Triage Center  
Presented by Campbell  
The RFP for the Crisis Triage Center will be released soon. The RFP will be looking for a  
site and facility, and architect will have a input throughout process.  
3. Discussion Regarding 2022 OA-028  
Presented by Clark-Bernhardt  
2022 Ordinance Amendment 28 OA-28 renamed the “Criminal Justice Council” the  
“Community Justice Council” and it added community members to the CJC and its  
subcommittees. One community member will join this subcommittee, for a total of 12  
members.

ORDINANCES, REGARDING THE NAME AND MEMBERSHIP OF  
THE CRIMINAL JUSTICE COUNCIL
