MINUTES OF THE APRIL 28, 2023 CRIMINAL JUSTICE COUNCIL  
BEHAVIORAL HEALTH SUBCOMMITTEE MEETING  
A motion was made by OZANNE, seconded by SHIMKO, that the Minutes be  
approved the minutes. The motion carried by a voice vote.

1. Summary of the “Decriminalizing Mental Illness: The Miami Model” Workshop  
Presented by Judge Crawford  
Discussion of Miami Model to decriminalizing mental illness in criminal justice system.  
Emphasis on the opportunities for mental illness screening and risk assessment.  
Discussion of differences in legal standards for ordering outpatient treatment and  
increased resources, especially related to housing, in Miami. Discussion of the  
challenges with the competency restoration process and opportunities for improvement.  
Discussion of peer support and strengths-based approach to mental illness in the  
criminal justice system.  
2. Summary of the Chief Justice’s Mental Health Task Force Summit  
Presented by Crawford, Campbell, and Clark-Bernhardt.  
Summit for Wisconsin counties to learn about mental health in the criminal justice  
system. The summit was attended by judges, CJC coordinators, public defenders,  
sheriffs, law enforcement, mental health treatment providers, and others. National, state,  
and local experts presented, including Dr. Balfour who previously presented to the Dane  
County CJC. Discussion of Chapter 51.

E. Reports to Committee  
1. Review of Gaps and Resources at Intercept 2 and 3: Agency Perspective  
Department of Corrections presented their document regarding gaps and resources in  
Intercepts 2 and 3.  
Committee members identify additional gaps that need to be discussed further.  
Discussion of data use and availability. Discussion regarding the importance of  
incorporating lived experience of people who were incarcerated, in addition to agency  
perspectives. Discussion of importance of peer support and insight. Discussion of  
opportunities for additional engagement.  
RESOURCES AND GAPS AT INTERCEPTS 2 AND 3  
2. Update on Crisis Triage Center  
Presented by Campbell  
RFPs for Crisis Triage Center are currently open for service providers and regarding  
facility.
