REPORT OF LIBRARY DIRECTOR EVALUATION COMMITTEE
CLOSED SESSION: The Library Director Evaluation Subcommittee may go
into closed session for purposes of considering employment, promotion,
compensation or performance evaluation data of any public employee of any
public employee over which the governmental body has jurisdiction or exercises
responsibility per WI Statute 19.85(1)(c).
JENSEN moved, seconded by RATCLIFF, to move this item to follow ITEM G;
motion carried.

D. Discussion
DISCUSSION OF LIBRARY TAX LEVY AND MINIMUM APPROPRIATION
Herold reported that Corporation Counsel opined that the Library Board has no authority
to implement policy regarding minimum appropriation WI State Statute 43.64. Visitor
Chris Hopp pointed out that the Board could reduce the DCLS appropriation. President
Owens stated that DCLS needs to provide service to the county and that the
appropriation includes reimbursements to Dane County libraries. Hopp asked how the
library levy is arrived at; President Owens confirmed that it was the setting of the Dane
County Library Service budget that includes reimbursements for libraries, as well as
operations. Hopp asked what expenses qualify as fundable for minimum appropriation;
Herold responded that some library budgets include fees for other department services to
the library, such as public works or payroll administration.
