B. Consideration of Minutes  
[MINUTES FROM THE 02/03/2023 ARTS AND CULTURAL AFFAIRS  
EXECUTIVE COMMITTEE MEETING]

Chair Ritcherson requested the following amendment to section I. 1: “Lussier funds will  
expire in 2027.”  
A motion was made by Vice Chair Klehr to approve the February 2023 Executive  
Committee minutes, seconded by Commissioner Puelo Moyer.  
The minutes as amended were approved unanimously by a voice vote.  
2. Approve February 8, 2023, commission minutes for recommendation to full commission  
Vice Chair Klehr requested the following amendment to section E. 1: “Supervisor  
Xistris-Songpanya has been working with Supervisor Chuck Erickson and Supervisor  
Yogesh Chawla to secure $40,000 from the Executive Budget…”  
A motion was made by Vice Chair Klehr to recommend the February 2023  
Commission minutes for approval by the full commission, seconded by  
Commissioner Miquelon.  
The minutes as amended were approved for recommendation to the full  
commission unanimously by a voice vote.  
C. Review Commission Discussion Topics-March (lead commissioner(s)  
- Commissioner Puleo Moyer will discuss strategic attendance of Dane Arts  
commissioners at community/arts events during the March Commission meeting.  
- The March Commission meeting will allow time to address any questions regarding the  
2023 Cycle 1 grant process.  
1. Determine follow up date(s)--November  
November will be a time to wrap up any action items or discussions related to  
Commission discussion topics.  
D. Determine May Commission Discussion Topics (lead)  
Vice Chair Klehr and Commissioner Parks Snider would like to hold a youth engagement  
follow up discussion during the May Commission meeting.  
E. Reports to Review (from last commission meeting) Commissioners Areas of Focus  
for Reporting- General Goals for 2023  
Reports from February will be reviewed during the March Commission meeting:  
Community Engagement/Publicity, Fund Advisory/Friends of Dane Arts, Marketing/Arts  
and Economic Prosperity Study and any other area of focus commissioner reports that  
were not given in February.  
F. Grant Cycle 1 Preparation  
1. Review 2023 grant dollars available for distribution  
Dane Arts 2023 grant funds total between $180,000 and $189,000. The exact amount will  
be determined by Director Fraire. 2023 funds include an additional line item for the youth  
equity in the arts fund of $40,000.  
A motion was made by Vice Chair Klehr to recommend the allocation of $95,000  
to the 2023 Cycle 1 grant cycle budget to the full commission, seconded by  
Commissioner Puleo Moyer.  
The motion was carried unanimously by a voice vote.  
Youth Equity Arts Fund  
A motion was made by Commissioner Miquelon to recommend the allocation of  
$20,000 from the youth equity arts fund to the 2023 Cycle 1 grant budget,  
seconded by Vice Chair Klehr.  
The motion was carried unanimously by a voice vote.  
2. Review number of short order and capital grant requests/dollar amounts  
- 2023 Cycle 1 Capital and Short Order grants will be paid for through the Lussier fund,  
rather than the annual grant budget.  
- There are 5 short order applications requesting a total of $4,400 and 2 capital grant  
requests totaling $4,255 which will be reviewed by panelist Jolynne Roorda and Vice  
Chair Klehr.  
3. Number of commissioner’s assigned grants to read  
Each Commissioner has been assigned 5 grants to review.  
4. Number of review panels, number of reviewers per panel, number of grants per reviewer  
There is a total of 20 panelists. There will be 5 panels, each containing 4 panelists. Each  
panel will review 10-12 grants.  
5. Panel review dates  
Monday March 20, Wednesday March 22, Friday March 24, Monday April 3, and  
Wednesday April 5. All panels are scheduled 8:30 a.m. – 11:30 a.m.  
6. Determine panel review chairs  
Vice Chair Klehr, Commissioner Puleo Moyer and Commissioner Miquelon will each chair  
one review panel. Chair Ritcherson will chair two panels.  
7. Encourage commissioners to sit in on review sessions  
New Commissioners will be strongly encouraged to attend one grant panel review session  
to get a better understanding of how the process works.  
8. Commissioner Curet to lead commissioner review session in April  
9. Date of commission review  
The Commission grant review and approval meeting will take place on Wednesday, April  
19.  
G. Executive Director’s Report  
- The Business of Art Conference, March 30 – April 1, is nearly sold out. Agendas are set  
and attendees will select specific workshops at least one week in advance.  
- Keynote speakers include Joe Parisi, Tori Allen, and Dr. Amy Gilman.  
- In addition to workshops, conference activities include complimentary headshots, gift  
bags with items from local businesses, a reception with music and appetizers on Friday,  
and a prize drawing end of day Saturday  
- A request for volunteers will be put to the commission during the March Commission  
meeting.  
- The next Behind Creative video featuring Babette Wainwright will be released in early  
March.  
1. Friends of Dane Arts update  
- To form a friends group, Dane Arts will need to create a separate nonprofit and  
assemble a board of directors.  
- This nonprofit would run in tandem with the Dane Arts Commission.  
- A friends group would allow Dane Arts to raise and retain funds separate from the Dane  
County budget.

Note: Dane Arts staff will add review panel dates to the Commissioner engagement  
document and request that dates are filled out during the Commission meeting.

J. Such Other Business as Allowed by Law  
Commissioner Miquelon extended an invitation to the Wild Rumpus Circus event, “Wild  
Things,” on Saturday March 18 and Sunday March 19 at MyArts Theater in Madison.
