Ulysses Williams (Chair) called the meeting to order at 5:32 p.m. with a quorum

A motion was made by Jacob Wright, seconded by Brian Bedford. No discussion  
and no opposition; motion passed unanimously.

E. Presentations  
1. Regional Housing Strategy & Affordable Housing options outside the City of Madison  
- Olivia Parry, Senior Planner, Dane County Planning and Development  
Olivia Perry presented on the Dane County Regional Housing Strategy (RHS) which  
started meeting in Fall 2022. Presentation included history of the group, inclusive  
representation, and identifying affordable housing gaps. Components of the study will  
include background, challenges, inventory, and a vision for change. RHS will develop  
strategies, innovations, priorities, and prepare a final report. Priorities have already been  
identified with possible strategies. RHS sends regular updates, records meetings, and a  
survey will be distributed Thursday 01/12/23, Members asked questions of the presenter  
and items were discussed.

1. 2023 City County Homeless Issues Committee Work Plan  
2023 City County Homeless Issues Committee Work Plan was presented by City staff  
and discussed by committee members.  
A motion was made by Linda Ketcham and seconded by Brian Benford to  
approve the 2023 Work Plan as presented. No opposition; motion passed  
unanimously.

G. Reports to Committee  
1. Men’s shelter development update  
The Shopworks Trauma Informed Design report for the new men’s shelter project was  
completed. The results will be presented to the Committee.  
2. COVID response updates  
Update from Melissa Mennig and Kristina Dux on latest IQC and Hotels to Housing  
programs as well as other County updates. Sarah Lim provided updates on congregate  
shelter utilization.  
Committee members asked questions and discussed.
