B. Consideration of Minutes  
MINUTES FROM THE MAY 31, 2023 COMMUNITY JUSTICE  
COUNCIL PRE-TRIAL SERVICES SUBCOMMITTEE

minutes be approved. The motion carried by a voice vote.

E. Reports to Committee  
1. Bail Analysis  
Presentation by Clark-Bernhardt and Cornelius on previous and current initiatives  
regarding bail analyses. The new analysis reviews signature and cash bail events at or  
subsequent to initial appearance (IA) in 34,000 felony, misdemeanor, and criminal traffic  
cases in Dane County from 2017-2022. Data was reviewed and discussion ensued.  
Discussed adding, in the future, data broken down within the felony category by class  
and year at the case level. Would like to see the change over time due to seriousness  
of felonies. The analysis will be presented to the Community Justice Council on  
9/28/23.

2. Pretrial Services Department Update  
Beyler provided an update on the Pre-Trial Services Department. The deadline to apply  
to the director position was September 1, 2023. Anticipates interviews within the  
coming months and a new director to be on board by the first of the year. Currently not  
at caseload capacity due to staffing challenges. Also shared data relating to people on  
GPS monitoring involved with Pretrial Services. The average length of days is 90 days  
and the average number of clients with bracelets each month is 104.4. Data analyzed  
was from August 2022 - July 2023.  
F. Future Meeting Items and Dates  
Due to transitions and staffing capacity, the CJC Pre-Trial Services Subcommittee will  
meet on an ad hoc basis and as needed for the foreseeable future. Staff will work with  
subcommittee members to schedule future meetings and to let members know when  
there is capacity to meet.
