E. Items Requiring Committee Action  
1. Discussion and possible action on the Dane County Legislative Agenda  
Carrie Springer gave an overview of the legislative agenda that pertains to the  
Environment, Agriculture & Natural Resources Committee, including updates to the  
agenda that were made by the Public Works & Transportation Committee on March 21,  
2023. The Committee did not have any immediate changes to the agenda and will place  
this item on a future agenda for potential action.  
F. Presentations  
1. Badger Mill Creek Project PLUS Overview by Madison Metropolitan Sewerage District  
Martye Griffin with the Madison Metropolitan Sewerage District (MMSD) gave a  
presentation on the process that the District is using to make decisions on how to stay in  
compliance with the Clean Water Act and the state Phosphorus Rule for discharge to  
Badger Mill Creek.

2. Badger Mill Creek by Upper Sugar River Watershed Association  
Lindsay Foy and Robert Bohanan with the Upper Sugar River Watershed Association  
gave a presentation on the likely impact to the stream biology and fishery of Badger Mill  
Creek if MMSD removes their discharge to stay in compliance with the Clean Water Act  
and the state Phosphorus Rule.  
Upper Sugar River Watershed Association - Badger MIll Creek  
John Sales, Brian Christian, and City of Verona Mayor Luke Diaz spoke in opposition to  
removal of the MMSD discharge from Badger Mill Creek.  
Supervisor Bare commented on his support to find a solution that protects the stream  
biology and fishery of Badger Mill Creek.
