B. Consideration of Minutes  
AAA Board Minutes from March 6, 2023  
A motion was made by WERNER, seconded by MCGINNITY, that the minutes be  
approved. The motion carried by the following vote:

C. Action Items  
1. AAA Bylaw Amendment to reflect updated Chapter 15.10 Officers section.  
AAA Board Bylaw Updates April 2023  
Motion by FARSETTA, seconded by MCGINNITY, to approve the amended  
AAA Board Bylaws by changing Article V Section 1 to “The Dane County Area  
Agency on Aging Board shall elect a chair, one vice chair, and a secretary  
every year at the May meeting” and Article V Section 2 shall read “Officers  
shall serve for a term of one (1) year”. This change is from every two (2)  
years. Voice vote carried.  
2. 2023 AAA Board Election  
MCGINNITY nominated FARSETTA for Chair. RATCLIFF asked three times for any  
other nominations. FARSETTA was the only nominee.  
Motion by CLAUSIUS, seconded by WERNER, to appoint FARSETTA as AAA  
Board Chair. Voice vote carried.  
RATCLIFF nominated MCGINNITY for Vice-Chair. FARSETTA asked three times for  
any other nominations. MCGINNITY was the only nominee.  
Motion by WERNER, seconded by RATCLIFF, to appoint MCGINNITY as AAA Board  
Vice-Chair.  
Voice vote carried.  
3. Recommendation for Paul Kauda, Leck, and Mally Grants  
Recommendation for Paul Kasuda, Leck and Mally Grants

Discussion by board members of the recommendations.  
Motion by RATCLIFF, seconded by WERNER, to award the Paul Kasuda, Leck,  
and Mally (Sugar River Only) grants.  
CLAUSIUS recommended evaluation of the remaining Mally applications before making  
immediate decisions.  
Motion by RATCLIFF, seconded by WERNER, for staff to reach out to Catholic  
Charities, Diocese of Madison of affirming of LGBTQI+ and Sub-Committee  
reconvene for selection.  
4. Nomination of Deana Zentner to the AAA Access and Legislative/Advocacy  
Committees-Kate McGinnity  
BIO on Deana. Hello, My name is Deana Zentner and I am a senior resident of 22  
years in the Town of Rutland, Dane County. It has been an honor to serve on our town  
board for 5 years. The demographics in our town of approximately 2,000 residents  
indicate a high population of seniors. For 4 years, I enjoyed serving on an area  
Municipal Group that addressed the needs and services within the Oregon Area Senior  
Center. My personal experience includes caring for aging parents, which included  
copious research and extensive hands-on experience. My career background is  
grounded in elementary education. I taught in Wisconsin and also in California for  
several years. I love learning and researching, and would immerse myself in providing  
excellent service in any committee I am in.  
Motion by RATCLIFF, seconded by WERNER, to appoint Deana Zentner to the  
AAA Access and Legislative/Advocacy Committees. Voice vote carried.  
5. Nomination of Helen Pan to the AAA Nutrition/Wellness Committee-Volunteered by  
Helen  
Motion by RATCLIFF, seconded by WERNER, to appoint Helen Pan to the AAA  
Nutrition/Wellness Committee. Voice vote carried.  
6. Nomination of Dave Genson to the AAA Nutrition/Wellness Committee-Shannon  
Gabriel  
-Bio- Prior to retiring from a career as a structural engineer, I volunteered at our  
neighborhood senior nutrition program meal site and I was a care giver for an aging  
parent. Since retiring; I have continued volunteering at our neighborhood senior meal  
sites, helped staff at our neighborhood food pantry, delivered food to older adults thru  
the NewBridge-Madison FoodBridge program, and obtained a ServSafe certificate  
allowing me to be a substitute meal site coordinator in the senior nutrition program.  
Currently I utilize my ServSafe certificate as a substitute meal site coordinator, filling in  
for meal site coordinators throughout all of the Madison meal sites when a meal site  
coordinator is not available. In addition, I staff our neighborhood food pantry prior to,  
and after, the nutrition program’s senior meal on senior food pantry days and continue  
to volunteer at our neighborhood senior meal site. Resides in Fitchburg.  
Motion by RATCLIFF, seconded by WERNER, to appoint Dave Genson to the  
AAA Nutrition/Wellness Committee. Voice vote carried.  
D. Presentations  
1. Older Adults-Tanya Buckingham-Dane County Human Resources Communication  
Manager  
Tanya discussed what her role was in Human Services. Helping with outreach to  
organizations and promoting RFP’s are part of her role. Helping distribute ideas out to  
the public. Facebook and Instagram pages has a lot of communication on them about  
Human Services divisions. This year Tanya would like to focus on Celebrate Aging and  
having something gone on monthly. Board members were encouraged to contact Tanya  
if they would like anything added to the newsletter or social media sites.  
E. Reports to Committee  
1. State and Federal Report (Langer)  
Laura Langer of the WI Bureau of Aging and Disability Resources (BADR) reported  
several trainings coming up. Rachel Kinney Frank is the new QA staff member and Tom  
Balsey will be working in Policy Initiatives and Budget. Laura will reach out to Tanya  
Buckingham to provide their resources to her.

They are in the planning and problem solving stages of the program now.  
6. Board Member Status  
-Deana Zentner's application is in process for appointment to the AAA Board.  
Should be finalized by end of May.
