B. Consideration of Minutes  
3.21.2023 MINUTES TREEBOARD

A motion was made by NOONE, seconded by WEISS, that the Minutes be  
approved the minutes. The motion carried by a voice vote 4-0.  
C. Discussion items:  
1. Tree Board future options: Discussion of differences and overlaps between Tree  
Canopy Collaborative and DCTB missions. Alves suggested the Tree Board could  
advocate for a unified approach to urban forest management between Dane County  
department-- communication and cooperation across departments. Heritage Oaks  
program important for the relevance of DCTB. Tree Board could be more focused on  
policy recommendations, whereas TCC does not do that. Alves offered to run a session  
for DCTB members on building for the future; what are DCTB goals and objectives vs  
TCC goals and objectives. Both are interested in canopy increase and accessibility.  
Choosing 2-3 goals with tangible objectives for over next 6 months that are not covered  
by TCC. Have joint meetings with TCC 2-3x times a year with an intentional agenda to  
collaborate and move toward the goal of protecting trees. Alves offers to write some  
goals and objectives with a facilitated meeting. Should Workgroups continue, pause, get  
rid of? Maybe a workgroup for each goal; currently work definitions are under resolution of  
the County Board, so there are limitations. May need a reshuffle as many new members  
are coming on board. Agreed to pause work groups till goals are set.  
2. WORT Access Hour 8-14-23 Alves will accompany Johnson, maybe do interviews,  
call-ins, interview Noone re Heritage Oaks, Mel Askay re TCC.  
3. June 20 meeting at the Arboretum with TCC Decided to choose a different day for  
DCTB as this will be an informal meeting and DCTB needs to provide public notice, etc.  
Will have the goal setting sometime in June; sending Doodle poll. Some members will  
also attend June 20 10 am meeting with TCC at Arboretum  
D. Action Items  
1. Submitting a letter of support for the Urban Tree Alliance grant NOONE reported on a  
previous grant they did with UTA. Bock Foundation on old growth forests. Noone  
suggested a letter from the DCTB supporting the project.  
A motion was made by NOONE, seconded by WEISS, that the that the DCTB  
authorizes DCTB Chair and Noone to write and submit letter of support for Urban  
Tree Alliance applying for the Bock Foundation grant be approved. The motion  
carried unanimously 4-0.

F. Reports to Committee  
1. Board vacancies County Board agenda for Thurday May 18 is set to appoint Rich and  
Klinke to the DCTB. Motion by Weiss for the DCTB to recommend Terra Hawley for  
appointment to the DCTB to County Exec’s office, Noone seconds. Motion passes.  
Weiss motions to have Alves on behalf of the DCTB approach Ian Brown (new City of  
Madison Forester) about potential interest in applying to join the DCTB, Noone seconds.  
Motion passes  
2. Tree Canopy Collaborative: Working on a grant for 2 LTE staff and 2 FTE 5 years to  
support TCC and TB through IRA grant and improve communication within county on  
tree-related issues. Adding additional tree crew and OFS staff along with County and City  
of Madison, for management of existing trees and teaching young people job skills. June  
1st 2023 submitting the grant. TCC collaborating on the grant.  
3. Heritage tree updates: DCTB allocated money to State Cartography Office to complete  
the HO inventory, that work is proceeding.
