The meeting was called to order by Chair Eicher at 12:15 p.m.  
Judge McNamara attending on behalf of Judge Bailey-Rihn; Judge McNamara  
left the meeting at 2:00 pm

D. Presentations  
1. Crisis Restoration and Triage and Restoration Center  
Presented by Wayne Lindstrom from RI International  
Presentation regarding the needs assessment of the crisis restoration and triage  
restoration center. Recommendation to use term “crisis triage center” to avoid confusion  
about competency restoration. Discussion of need for improved service coordination, “no  
wrong door” approach, with an emphasis on peer support. Need for access to services in  
rural communities, cultural competency, and recognition that barriers exist.  
Recommendation to create a specific organizational entity that oversees crisis care and  
creates system accountability for oversight, resourcing, and administration of behavioral  
health crisis response. Crisis facilities can be the “front door” without gate-keeping  
responsibilities. Discussion of policy and regulatory barriers. Discussion of opportunities  
for cost offsets and reinvestments. Discussion of peer respite services to help people  
navigate multiple systems after they exit the crisis center and to maintain stability.  
Discussion ensued. Discussion regarding impact on jail population and potential diversion  
opportunities. There could be as many as 15,000 arrest diversion days per year if used  
properly.

2. JFA Institute Presentation on Dane County Jail Consolidation Project  
Presented by James Austin, PhD and Allen Patrick  
JFA Institute discussed the current jail population level and forecasting around  
maintaining a lower jail population. The jail population currently has more people for  
violent offenses than the population prior to COVID. However, there is still potential for  
procedure and policy shift to lower the current population. This includes: some residents  
on Probation and Parole Holds and Federal Interstate statuses.  
Recommendations include: implementation of jail population control measures by  
December 2021; placing Huber-sentenced residents on electronic monitoring (instead of  
under roof); removing youthful from the jail where possible; terminating or reducing federal  
contract; funding the crisis triage center; and creating a jail population review panel for  
detainees in custody for over 120 days.  
Discussion of legal barriers to transferring and rehousing juveniles who may be charged  
as adults. Discussion of Dane County population growth and potential future impact on  
jail population. JFA opined the population growth is of an aging population, which is a  
low-risk population with limited effects on the criminal justice system. Discussion of  
policies that can keep the jail population low, such as keeping citations in lieu of arrest  
and lower length of stay. Expectation that jail population will increase now that the courts  
have started to return to normal operation and jury trials have resumed. Discussion of  
renovation of existing parts of the Public Safety Building. Discussion of the role of Huber  
program.
