Minutes of the October 27, 2021 Park Commission Meeting  
A motion was made by BROUWER, seconded by MORAN, that the Minutes be  
approved. The motion carried by a voice vote 6-0, YGP 1-0.

1. Heritage Center and education program update  
LWRD Education Program 2021 Overview Presentation  
Lael Pascual gave the attached 2021 education program presentation. Over 1,000  
people, both youth and adults, participated in programs this summer. Programs included  
the Conservation Art Contest, Get Outside program, summer field trips, Girls Inc  
camp-outs, Junior Naturalists, Youth Environmental Leadership Experience, Youth  
Volunteers for Conservation, School's Out Outdoor Adventure Days, and public events  
like art, movies, yoga and presentations in the park. Lael also discussed interpretation  
and education exhibit updates in the Heritage Center and throughout William G Lunney  
Lake Farm Park.  
2. Wisconsin Humanities Council Mini Grant update: interpretive plan for the  
archaeological district in William G Lunney Lake Farm Park  
Earlier this year, the Friends of the Capital Springs Recreation Area received a mini-grant  
from the Wisconsin Humanities Council to partner with the Dane County Historical  
Society, the Ho-Chunk Nation, Dane County Parks and Madison Metropolitan Sewerage  
District to develop an interpretive plan for cultural and natural resources for the Capital  
Springs Recreation Area. They hired an archeological consultant to foster the various  
partnerships and facilitate four planning sessions. The planning sessions culminated with  
the development of a shared vision statement: To preserve and protect the natural and  
cultural landscape within the Capital Springs Recreation Area for future generations; to  
enhance the visitor experience through interpretation of these resources; to recognize the  
inherent sovereignty of the Ho-Chunk Nation of Wisconsin and their ancestral ties to this  
landscape; and to collaborate on projects of mutual benefit for all stakeholders. This  
vision statement will be used as a roadmap to guide how these organizations can work  
together to further develop an interpretive plan for the archaeological district in William G  
Lunney Lake Farm Park.  
3. Recap Mazomanie Area Projects public information meeting held November 3, 2021  
Dane County Parks staff held a public information meeting for a number of projects  
planned for the Mazomanie area. The meeting was held at Wisconsin Heights High  
School. Over 30 people attended and overall the feedback on all projects was very  
positive.  
4. Prairie Moraine Park restoration update  
On October 20, Dane County Parks installed a temporary chain link fence to enclose an  
11 acre area so that restoration work can take place without park closures.There is a  
misconception circulating on social media and through an online petition that our goal is  
to remove every single tree in that fenced in area, which is not true. Joleen Stinson  
detailed the plan of which species of trees will remain and what will be planted to replace  
some removed invasive vegetation. Park Commission members support this restoration  
work.

The County Board of Supervisors passed the 2022 budget on Monday, November 8.

bargaining reasons require a closed session.  
M. Return to Open Session  
A motion was made by THORESEN, seconded by BROUWER, that the Park  
Commission meeting exit out of closed session. The motion carried by the
