Minutes of the November 10, 2021 Park Commission  
A motion was made by BROUWER, seconded by THORESEN, that the Park  
Commission 11-10-2021 Minutes be approved. The motion carried by a voice vote  
6-0.

1. Approve Endowment Distribution Requests from Friends of Dane County Parks  
Endowment and Philip & Elizabeth Lewis Family Park Fund - Madison Community  
Foundation  
William Lunney gave background on the Foundation for Dane County Parks and their  
grant process.  
2021 Endowment Distribution Request Overview  
A motion was made by BROUWER, seconded by EICHER, to authorize the  
Interim Parks Director to make a grant disbursement request from the  
Madison Community Foundation's Friends of Dane County Parks Endowment  
and the Phillip & Elizabeth Lewis Family Park Fund for a total of $25,569.75.  
The motion carried by a voice vote 6-0.  
2. Approve Dane County Parks Friends Capital Improvement Grant Awards  
2021 Friends Capital Improvement Grant Applications Overview

Capital Improvement grant projects that met the grant program requirements  
be awarded. The motion carried by a voice vote 6-0.

G. Reports to Committee  
1. Update on Transfer Riley Deppe County Park to Village of Marshall  
Riley Deppe County Park transfer exhibits: POSP County map and  
Riley Deppe County Park improvement overview map  
Ownership of the 13-acre park on Highway 19 in the town of Medina, is proposed to be  
transferred to the Village of Marshall. The Village is best suited to operate and maintain  
the existing park facilities including public access to the Maunesha River. The park will  
be transferred by a quick claim deed and the Village of Marshall will receive a $100,000  
grant from Dane County to be used for park improvements. A resolution for the transfer  
and the grant will be introduced in early 2022.  
2. Update on McCarthy Park Shelter, Parking Lot, Playground  
McCarthy Youth & Conservation County Park development exhibits:  
master plan overview of proposed shelter, parking lot and playground  
improvements and current civil site plans for these improvements  
Civil site plans and construction documents are nearing completion for McCarthy Youth &  
Conservation County Park's shelter, playground and parking lot. The approved 2022  
capital budget includes $800,000 for construction. The plan is to let bids this winter.  
3. Update on North Mendota Trail  
North Mendota Trail development exhibits: overview map of trail  
location and construction progress photos  
Construction is underway on the section of the North Mendota Trail through Govenor  
Nelson State Park. Dane County Parks operations staff installed the trail's stone base  
and completed the landscaping this fall. Paving will be bid out this winter with a  
completion date by 6/1/2022.  
4. Update on Volunteer Training Series  
Dane County Parks scheduled a number of training and capacity building programs for  
volunteers to be held January - March, 2022. The training series will culminate with a  
volunteer appreciation picnic. More info can be found here:
