A motion was made by CLAUSIUS, seconded by Farsetta, that the Minutes be

1. AAA Committee Appointment  
Aging Specialist Angela Velasquez recommended appointment of Jordyn Crane to the  
AAA Nutrition/Wellness committee replacing Megan Vander Wyst. Jordyn is the Health  
Programs Coordinator with Second Harvest Foodbank of Southern Wisconsin.  
A motion was made by CLAUSIUS, seconded by MCGINNITY, to approve  
appointment of Jordyn Crane to the AAA Nutrition/Wellness Committee. The  
motion carried by the following vote:

Public Hearing Notice  
AAA Manager Cheryl Batterman updated the timeline and summarized feedback that has  
been received addressing the proposed goals. There will be a Public Hearing on  
December 14, 2021 at noon for public input to the draft Aging Plan, which will be posted  
on the AAA website. Board members were encouraged to attend the Public Hearing.  
Batterman will submit the approved goals to BADR before the 11/15/21 deadline.  
A motion was made by BUNCK, seconded by Farsetta, to approve the  
2022-2024 Dane County Aging Plan Draft Goals as presented to the Board. The  
motion carried by the following vote:

school aged children.

1. 2022 Budget Priorities  
2022 Budget Priorities  
BATTERMAN reported the County Exec’s proposed budget is making its way through  
Personnel and Finance Committee. All four AAA funding requests were included in the  
County Executive’s proposed budget. The County Board is expected to vote on the final  
budget prior to Thanksgiving.  
2. State and Federal Report  
The State’s Bureau of Aging & Disability Resources/Older Americans Act Program  
Supervisor Neal Minogue reported a response to the AAA Board concerning the State’s  
lapsed nutrition funding will be coming later this week. Bureau on Aging and Disability  
Resources (BADR) is hiring a new staff member to monitor the budget process and data  
collection/reporting. Data collection directly affects Older Americans Act funding. The  
State will review the 2022-2024 Aging Plans from County Aging Units, AAAs, and Tribes  
to determine the State’s Aging Plan.  
3. Age Discrimination Discussion  
RATCLIFF requests this topic remain a standing agenda item for future Board meetings.  
BATTERMAN reported the Ageism videos were watched and discussed at the previous  
Access Committee meeting.

AAA Clerk Cindy Matulle stated the last meeting had a presentation on the STC state  
funding application that is applied for each year. There was a public hearing where the full  
presentation of the application was discussed.

5. Chair & Staff Reports  
BATTERMAN reported the 2022-2024 Dane County Aging Plan has one area left until the  
full draft is done. BATTERMAN shared end-of-year SAMS data and error entries were  
made by Aging Program Specialist Angela Velasquez and AAA Clerk III Cindy Matulle.  
All programs funded with Older Americans Act monies are required to report client  
demographics and usage. This data is used to advocate for additional funding at the  
state and federal levels. Elder Benefit Specialists have been very busy with a normal  
priority waiting list timeframe increasing up from 0-7 business day to 9-16 business days.  
Medicare Part D Open Enrollment is ongoing until 12/7/21.

H. Such Other Business as Allowed by Law  
BATTERMAN expressed gratitude to Public Health Madison and Dane County (PHMDC)  
staff for all of the work that has been done to support older adults. In particular, PHMDC  
Epidemiologist and AAA Access Committee member Sri Mohan has been an  
outstanding resource for BATTERMAN to ask questions about COVID-19 changes and  
ensuring the correct information was being shared to the Dane County Aging Network.  
Dane County has the best numbers in the state for low COVID transmissions and are  
leading the way in getting people vaccinated along with booster shots. She encouraged  
Committee members to also share their appreciation and will email ways to do this via  
email, website, or snail mail.
