SET, MEASURE, ACHIEVE (SMA) COMMUNITY OF PRACTICE (CoP)
The Set, Measure, Achieve (SMA) Community of Practice (CoP) is part of the national
Stepping Up Initiative; its goal is to decrease the incarceration of people with mental
health conditions. The Community of Practice collaboration has four sessions, and
participants work towards four key measures to reduce the number of people with mental
health conditions in Dane County Jail. Through participating in the Community Practice,
Dane County can also receive technical assistance from national experts. The initiative
also provides metrics for measuring improvement.
Discussion regarding the importance of collaborative data in this (and related) initiatives.
The data-sharing MOU among different agencies of CJC stakeholders enables increased
research. The Brief Mental Health Screener also increases Dane County’s data capacity.

D. Action Items
Crawford moved and Ozanne seconded the following motion: The Criminal Justice
Council’s Behavioral Health Subcommittee encourages the Criminal Justice Council to
approve a request to have the CJC staff work with Dane County Sheriff’s Office staff to
collect and visualize key data points regarding those booked into jail with serious mental
illness.
Motion passed unanimously.
E. Reports to Committee
1. Crisis Triage Center Update
RI International provided recommendations for Dane County to create a Crisis Triage
Center (CTC). The CTC is not meant to act in isolation; rather, it is one of fourteen
recommendations from RI International and is in the middle of the crisis continuum.
Recommendations for the CTC are that the center works 24/7 with a maximum length of
stay of 23 hours. It should be available to voluntary and involuntary admissions with a no
wrong door approach, and no medical clearance should be required in advance of
admission. Collaborative, multidisciplinary staff will include medical professionals and
behavioral health specialists. This is going to be a unique model in Wisconsin, and
stakeholders have had to navigate some legal components of designing it, particularly
regarding involuntary admissions.
The next steps are to: 1) Craft and release a RFP to select a service provider, 2) select a
site to build the center, and 3) consider other recommendations across the crisis
continuum. Provider input is necessary in determining the appropriate site location.
The CTC is focused on Dane County (not out-of-county admissions). It will provide
behavioral health supports beyond medication and extends to most situations requiring
urgent attention. It will also support people who have substance use concerns.
