A motion was made by CHAPIN, seconded by DORL, that the minutes be

1. CJC Action on CJC Behavioral Health Subcommittee's Request to Work on Baseline  
Data for People Booked into Jail with Serious Mental Illness (SMI)  
Chair Mbainai reported the results of the action taken by the Criminal Justice Council  
(CJC). At the August meeting of the CJC, the motion, "The Criminal Justice Council  
approves the request to have the CJC staff work with Dane County Sheriff’s Office staff  
to collect and visualize key data points regarding those booked into jail with serious  
mental illness." passed unanimously by the CJC.  
2. Initial SMI Data Discovery  
Clark-Bernhardt presented an overview of serious mental illness in the jail and the work of  
the research and innovation team. Cornelius presented the data on serious mental  
illness and compared it to familiar faces. Clark-Bernhardt and Cornelius indicated this is  
the first step in getting additional data. Shimko indicated it is exciting to see where the  
data has gone. Discussion ensued around potential goals and targets.

3. Sequential Intercept Model: Intercept 2 Review  
Discussion around formulating a recommendation for the Criminal Justice Council for  
peer supports at Intercept 2. Suggestion from Judge Crawford to focus on where there  
are gaps. Clark-Bernhardt indicated the team will go back to see how the gaps can be  
presented.  
4. 2022 CJC Behavioral Health Subcommittee Workplan  
Reviewed the attached draft CJC Behavioral Health Subcommittee workplan for the  
remainder of 2022.

5. Crisis Triage Center Update  
Moore provided a status update regarding the Request for Proposal (RFP) for the crisis  
triage center. Moore indicated that there are policy hurdles to address regarding differing  
opinions from the Wisconsin Department of Health Services and the Dane County Human  
Services Department regarding involuntary holds. With the differing opinions, there will  
be a delay in releasing the RFP until a decision is made regarding the involuntary holds.  
Moore indicated Dane County Human Services anticipates releasing the RFP in early  
November.
