MINUTES OF THE OCTOBER 21, 2022 CRIMINAL JUSTICE  
COUNCIL BEHAVIORAL HEALTH SUBCOMMITTEE MEETING  
Attachments:  
A motion was made by CHAPIN, seconded by CAMPBELL, that the Minutes be  
approved. The motion carried by a voice vote.

Item postponed to December 16th meeting.

1. 2023 Budget Items related to the Intersection of Criminal Justice and Behavioral  
Health  
Item postponed to December 16th meeting.  
2. Discussion of Serious Mental Illness (SMI) Targets  
SMI targets will be discussed at upcoming meetings.  
The Chair asked subcommittee members to think about the goals, values, and vision of  
the Criminal Justice Council's Behavioral Health Subcommittee in the coming months  
and also reflect on the following questions:  
1. What is your community's shared problem/challenge?  
2. What does shared success look like in 3-5 years?  
3. Why are you doing this - what is your purpose?  
4. What values should the CJC BH incorporate?  
Staff will follow-up with a survey to compile answers.  
3. Initial Discussion of Intercept 3: Jail/Courts  
This item will be discussed at a future meeting.  
4. Update on the Crisis Triage Center  
Presented by the Department of Human Services  
DHS is still in the midst of working on the crisis triage center and is looking for input with  
the design stage to make sure the physical building aligns with treatment goals.  
Working on navigating some external requirements.

Potential Agenda Item at a Future Meeting (not necessarily December): Presentation by  
Madison Police Department’s Mental Health Unit.
