MINUTES FROM AUGUST 30, 2021  
A motion was made by BENFORD, seconded by KAMP, that the Minutes be  
approved. The motion carried by a voice vote.

1. Authorizing the City’s execution of a Purchase and Sale Agreement between the City  
of Madison and Danlilly, LLC, or their successors and assigns, for the purchase of the  
property located at 1902 Bartillon Drive in the City of Madison to provide the City with  
both short-term and long-term options to address homelessness. (17th A.D.)

A motion was made by Benford, seconded by Alder Figueroa Cole to Return  
to Lead with Recommendation to APPROVE Authorizing the City’s execution  
of a Purchase and Sale Agreement between the City of Madison and Danlilly,  
LLC, or their successors and assigns, for the purchase of the property located  
at 1902 Bartillon Drive in the City of Madison to provide the City with both  
short-term and long-term options to address homelessness.(17th A.D.).  
Motion passed by Roll Call vote.

E. Discussion Items  
1. Discussion and Possible Recommendation for 2022 City and County Budget  
Presentation on County Budget – Casey Becker  
The County Executive released his 2022 Budget proposal on October 1st. Casey Becker  
provided information on the budget process timeline and additional investments made in  
housing and homeless programs with American Rescue Plan (ARP) local aid.  
Presentation on City Budget – Jim O’Keefe  
The Mayor’s operating budget will be released on October 5th. Jim O’Keefe provided  
information on the budget process timeline and what to expect in the budget for housing  
and homeless programs.  
Motion to recommend that Dane County and the City of Madison support the  
development of the next community plan to end homelessness with a 2022  
budget investment of $100,000 respectively. Moved by Kathy Kamp, second by  
Alder Figueroa Cole. Passes unanimously.  
Motion by Cole, second by Beckett to affirm the committee’s support for  
County Resolution 156 at the funding levels proposed in a communication to  
the Dane County Board.

Update from Jim O’Keefe on Reindahl Park encampment and the City of Madison’s next  
steps to provide structured outdoor shelter at Dairy Dr. location.  
2. COVID-19 Response Updates  
Staff provided updates on COVID-19 vulnerable population hotel, medical respite center,  
and other shelter utilization.
