A. Call To Order  
The meeting was called to order by Vice Chair Mrowiec @ 1:34pm.

B. Consideration of Minutes  
JUNE 2021 LEPC MINUTES  
A motion was made by BUBENZER, seconded by BLACKDEER, that the Minutes be  
approved. The motion carried by a voice vote.  
C. Action Items  
Review of Organizational Guidelines (By-Laws) with proposed changes.  
Page 3 Change-Two representatives from EPCRA planning facilities, working on filling  
the second representative position currently. Term commitments and terms starting in  
June of even number years, everyone will get a new appointment date in June of 2022.  
Current Vacancy of the Chair person.  
Page 4 Change to have meetings held in the months of February, June, and October  
removing the specificity of the second Monday.  
Page 6 elections-proposed change to a vacancy may be elected at the following meeting  
or in a special meeting.  
Page 8-Designating Wisconsin Emergency Management as the Compliance Inspector.  
Adding information for US Code and information regarding withholding chemical locations.  
EM Response Plan and updating the language to be an individual facility response plan.  
Mrowiec asked for any questions, concerns, changes to any of the proposed changes.  
No Comments.  
A motion was made by ROTH, seconded by BLACKDEER, that the proposed  
changes to the Organizational Guidelines be approved. The motion carried  
by a voice vote.  
Chair Vacancy/Election  
Mrowiec opened nominations for a new Chairperson.  
A nomination for Mrowiec was made by MEIER, seconded by TUBBS. The  
nomination was approved and carried by a voice vote. Mrowiec elected  
Chairperson.  
Vice Chair Vacancy/Election  
Mrowiec opened nominations for new Vice Chairperson.  
A nomination for Bubenzer was made by MEIER, seconded by TUBBS. The  
nomination was approved and carried by a voice vote. Bubenzer elected  
Vice Chairperson  
Designation of Compliance Inspector  
Was not discussed, designation resolved with approval of the Organizational Guidelines  
Changes.  
D. Discussion Items  
Membership Vacancies  
Meier is designating Patrick Anderson to attend meetings as the EMS Representative on  
her behalf until the end of her term.  
If anyone knows of someone who may be interested in joining, contact Dane County  
Emergency Management. Current vacancies are for a representative from another facility  
and to replace Rich, after retirement, for the LE, Fire, or EM Representative. Currently  
have communications out to a couple of facilities regarding a possible representative.  
E. Reports to Committee  
Madison Fire HazMat Team Report - Mrowiec  
The Hazmat Response Team had eight responses since the last meeting. Responses  
included a CO tank, diesel fuel leak, phone consults, cooking oil spill, phone consult  
with Portage regarding a rail car, assisted DCI with monitoring an apartment building).  
The team has worked with four different departments and other agencies including the  
DNR.  
EPCRA Report - Pintarro  
EPCRA FFY21 Plan of Work was completed and closed out as of September 30.  
EPCRA FFY22 began on October 1, have began closing out facilities and started  
updates for 22 facilities. In FFY21, 106 plans were completed as part of a large  
administrative cleanup, 74 facilites were required. For FFY22, 181 facilities will be  
planning. With the administrative cleanup in FFY21, the number of planning facilities has  
drastically decreased also decreasing the total available to Dane County for the EPCRA  
grant.  
EPCRA Outreach for FFY21 included the required newspaper notification, attended a  
National Night Out event, dispersed a Clean Sweep Flyer, and did a push for the RAVE  
Notification System. Do to COVID, facility visits have been placed as a low priority.  
Participated in a Tabletop Exercise at Oakhill Correctional Center that included a hazmat  
spill, fulfilling an exercise requirement.  
Will be attending the WEMA Conference along with 2 other from the department this  
month.  
LEPC Membership Reports  
Charles discussed speaking to the Fire Chiefs Association regarding a replacement for  
Rich. Rich advised, Joe Pulvermacher will be the point of contact between December  
27th and the appointment of a new representative.  
F. Future Meeting Items and Dates  
Next Meeting: Monday, February 14th, 2021 at 1:30pm.

A motion was made by MEIER, seconded by BLACKDEER, that the meeting be  
adjourned. The motion carried by a voice vote.
