A motion was made by NENNIG, seconded by WARNER, that the Minutes be  
approved. The motion carried by a voice vote 6-0.

City and County council representatives have now held their first meeting with the Johns  
Hopkins Center for a Livable Futures – Community of Practice around equity in food  
systems.

County budget amendment passed in Environment, Agriculture, & Natural Resources  
Committee for $50K pandemic food assessment proposal.

Still working on agricultural lease recommendations for the city.  
Staff Reports

Economic Development Administration (EDA) grant -- still waiting for a decision as it  
winds its way through their construction, environmental, and legal teams for review but  
should be hearing something regarding next steps this week or next  
Beginning to look into and cursorily prepare apps for various ARPA funding sources  
to assist with capital and operational project costs – more to come as this becomes  
solidified  
Healthy Retail Access Program (HRAP) Evaluation Project  
Continuing to meet as a core team weekly  
Data analysis process beginning; continuing to collect surveys  
Mayors for a Guaranteed Income (MGI)  
MOU passed Common Council last night – allows City to contract with MGI to receive  
funding for initial admin costs  
Resolution also authorizes team to execute agreements needed to get the project  
moving e.g. multi-partner collaboration agreement, etc

City Staff Core Team continues to meet weekly

Project is progressing and we are on the cusp of hiring a program manager and local  
research fellow through UW-Madison Institute for Research on Poverty.  
Task Force Core team also meets weekly

Advisory Task Force continues to meet monthly and provide input on research  
domains, hiring preferences/requirements, and program implementation strategies

Working to secure a grocer for the space; starting with initial RFP respondents and  
going from there regarding selection  
- Public Health Madison & Dane County – Nick Heckman  
Updates delivered regarding on the prevailing COVID-19 situation for Dane County.  
- Dane County – Jess Guffey Calkins  
The Dane County Executive’s 2022 budget was released Oct 1. The budget proposal  
includes continued funding in the Extension budget for FairShare CSA Partner Shares,  
Healthy Food For All, Pollinator program, Anderson Farm County Park, and carry-forward  
funding for the Dane County Food Council and the Organic Conversion Pilot Program. It  
also includes continued funding in the Office of Equity & Inclusion budget for PIE-Food  
Project grants ($20K) and increased funding in the Department of Human Services  
budget for the Double Dollars program (increased from $25K to $37.5K, which matches  
the City of Madison contribution). There will be a public hearing on the budget on Oct 20  
(6pm); next, the Personnel & Finance Committee prepares recommendations between  
Oct 25-Nov 3; and the final county board budget deliberations start Nov 8 (concluding  
either Nov 8, 10, or 11).  
Regular Business Reports  
- Community Gardens – Nicholas Leete  
Gardens ending the year, closing water systems. Rooted Community Garden Team is  
looking for land for displaced gardeners from McFarland and Triangle gardens.  
- Madison Metropolitan School District – Dustin Lundt  
MMSD is continuing to provide meal pickup for students enrolled in virtual learning for the  
school year. Currently offer a 5-day meal box and milk pickup at the following locations,  
every Monday from 2:00pm-4:00pm: LaFollette High – loading dock behind school (take  
the driveway for Sennett Middle  
School and go through the parking lots behind both schools), Memorial High – Door #6  
Some distribution challenges due to product shortages (supply chain issues), but are  
able to pivot to other products. Expect those challenges to continue for 6 more months.  
- Double Dollars Program – Alma Horlock  
Market distribution is ending October 31. Willy Street Co-op distribution started this  
week. 85% growth in participation when compared to pre-pandemic levels in 2019.  
Contact Alma to get emailed the annual report for this year (and can ask for any past  
year reports).
