1. Dane County Jail Population Manager

Introduction to jail population manager. Main roles include: data collection, liaison to
different stakeholders, examination of DCSO practices with an emphasis on
evidence-based decision-making. Also collaborated and improved website to make it
more transparent and accessible to community members. Jail population manager also
reports monthly to several branches on pretrial holds, then work with the DA to make
sure that they get to initial appearance. In the future, the jail population manager will
collaborate with the CJC R&I team to collaborate on dashboards and on starting a jail
population review team.
Discussion ensues. Importance of collaboration with different stakeholders. Jail
population review team can be a relatively small, deliberate work group. JFA Institute has
experience implementing these nationally and will assist DeForest and Dane County
stakeholders.

1. Public Safety Assessment (PSA) Quarterly Report
Presented by Isabel Anadon
Review of report of PSA data from 7/1/17 – 9/30/21. The statistics are relatively
consistent with past data.
Discussion ensues regarding past randomization. Final data transfer to Access to
Justice Lab (A2J) at Harvard Law School will occur in early 2022, and they will present
their final report in 2022.

2. 2022 Dane County Budget Items Related to CJC-PT Work

Pretrial Services will become its own department with an office in September 2022, and it
will be hiring a new director. This initiative is planned to be funded annually. PSA
assessors are also continuing.
3. Cash Bail Analysis Follow-Up Questions

Presentation regarding bail schedule assessment. Focus on nonviolent misdemeanants.
This presentation does not address commissioner assessed cash bail.
Discussion ensues regarding data sources and records of reimbursed bail schedule
amount.
