A motion was made by OZANNE, seconded by ESQUEDA, that the Minutes be  
approved. The motion carried by a voice vote.

1. Pennington County Jail Population Review Team  
Presented by: Pennington County Stakeholders  
Discussion of Pennington County demographics, population trends, and jail population.  
Two part jail review team with Oversight Committee and Jail Review Team. The purpose  
is to determine why individuals are in jail and what tools can be helpful to support them  
reentering the community.  
Discussion ensued. This initiative is largely targeted at people who cannot post bail, have  
failed to appear in the past, or have new information with their cases. Benefits of  
increased communication and collaboration across agencies. The team submits  
consolidated recommendations together to expedite process. When a judge authorizes  
release, the pretrial department staff meet with the individual to determine release  
requirements and connect them to necessary support. The potential for additional  
offenses occurs regardless of the procedure to release individuals pretrial. The most  
frequent violation of bail is related to substance use.

Overview of pretrial justice history and research in Dane County over past decade.  
Stakeholders discussed commitment to research and data driving Dane County  
decisions, Wisconsin statute requirements, as well as Constitutional guidance around  
bail and liberty.
