MEETING

A motion was made by OZANNE, seconded by BARRETT, that the Minutes be  
approved. The motion carried by a voice vote.  
C. Presentations

D. Reports to Committee  
1. Probation and Parole Holds: Department of Correction, Hearings, and Appeals  
Presented by Troy Enger and Rachel Pings, Department of Corrections  
Review of first presentation. There are currently over 9,000 people on supervision from  
Dane County. In 2022 in Dane County, the average length of stay of a person who is  
incarcerated with a DOC P&P hold is 18.3 days. In previous years, the average stay was  
over 30 days.  
Review of second presentation. There are 50 days between the time that hearings are  
requested and hearings are scheduled. 60% of hearings are ultimately cancelled, and  
75% of hearings that are not cancelled are rescheduled for a variety of reasons. There  
are 10 reasons that revocation hearings can be rescheduled (see attached presentation).  
Requests for revocation hearings in Dane County have decreased significantly.  
Discussion ensued regarding opportunities for programming to increase releases rather  
than sending people to jail/revocation; about the role of police reports in investigating  
potential violations; and about the number of people who are on supervised release  
versus how many people are revoked. Additional research should examine who is  
incarcerated in the Dane County Jail on an out-of-county warrant.

2. OA Regarding the Criminal Justice Council  
The Criminal Justice Council (CJC) reviewed and discussed 2022 OA-028; the ordinance  
amendment would change the membership of the CJC. Discussion ensued regarding the  
proposal. There was discussion adding community members at subcommittee  
meetings, rather than at executive-level council meeting and the role of voting members  
versus advisory members. Discussion between lived experience of incarceration, versus  
as a victim also occurred. If this proposal proceeds, importance of incorporating  
organizations that work with victims directly. However, this poses challenges with Marcy’s  
law on sharing victim information.  
CJC members are potentially interested in creating a unified statement in response to the  
ordinance as an action item at a future meeting.  
AMENDING CHAPTER 15 OF THE DANE COUNTY CODE OF  
ORDINANCES, REGARDING THE NAME AND MEMBERSHIP OF  
THE CRIMINAL JUSTICE COUNCIL

3. Familiar Faces Initiative –Technical Advisor Availability  
Presented by Clark-Bernhardt  
Through participation in the Familiar Faces cohort, Dane County can meet with national  
technical assistance providers. CJC members should attend the calls/meetings that are  
pertinent to their work.

E. Action Items  
1. Potential Action on Dashboard Vision for Future  
Presented by Clark-Bernhardt and Cornelius  
Discussion of the development of CJC data accessibility, sharing, and mission occurred.  
Discussion of data that is currently available on the CJC website, followed by discussion  
of what could be included. Discussion of creating a phased-in approach to build  
dashboards. Discussion about importance of incorporating community feedback into  
what metrics should be included on the dashboards.  
A motion was made by ESQUEDA, seconded by MILES, that the phased-in  
workplan to build data dashboards be approved. The motion carried  
unanimously.

Next meeting will be on November 10th at 12:15pm. This is rescheduled from October  
27th at 12:15pm.
