The December 7, 2021 CJC-RD meeting is being held remotely. The public can access the meeting either

CJC Data and Evaluation Analyst, will be staffing the subcommittee instead of Lisa  
MacKinnon moving forward.

1. PRESENTATION, DISCUSSION, AND SUBCOMMITTEE BRAINSTORM ON THE  
FOCUS, ROLE, AND RESPONSIBILITIES OF A RESOURCE COORDINATOR  
SERVING A COMMUNITY JUSTICE CENTER INITIATIVE  
- Dane County is often cited as being "resource rich," but participants in the CCI justice  
center needs assessment also indicated that not all people find access to these  
resources.  
- What areas seem to be a challenge for those who are currently going through the court  
process?  
- What roles could a resource coordinator play to be of particular assistance in  
surmounting these challenges to access?  
- Do subcommittee members have examples of existing resource coordinator roles within  
the county? If so, please share your examples with the subcommittee.

Discussion: Emphasis on distinction between coordinating system-level resources  
compared to working with clients directly. The two roles are both very important, but  
doing both would be too much work for one person in one job. There needs to be the  
division of some labor and awareness of additional staffing needs. The initiative must  
also identify the target population, their needs, how the system is currently servicing this  
population, and the gaps in services. This information is essential to defining the  
coordinator duties. Discussion about system navigation needs. Benefits of brick and  
mortar building, alongside importance of connecting people virtually to resources.  
Discussion of several pre-existing resource coordinators in other agencies. Emphasis on  
the importance of location, and benefits of studying where community members have the  
highest needs. Coordinator must know, understand, and be willing to learn from the  
community. Coordinator must also be aware of resources beyond Madison in other parts  
of Dane County. The coordinator must be classed as a supervisor, not a coordinator, for  
funding purposes.  
2. PRESENTATION, DISCUSSION, AND GOAL-SETTING ON REDUCTION OF RACIAL  
AND ETHNIC DISPARITIES (RED) STARTING WITH POINT OF ARREST  
Discussion facilitated by Isabel Anadon.

Discussion and presentation of JFA Institute findings on racial and ethnic disparities and  
patterns in incarceration. Discussion of what system actors can do differently.  
Discussion of benefit of the “stress test” exercise with law enforcement. Discussion to  
study calls for service and law enforcement responses in greater detail, particularly  
regarding calls that do not rise to the need for law enforcement intervention and filtering  
those out. This could end in an educational component about when community members  
should and should not call law enforcement.  
E. Reports to Committee  
COMMUNITY RESTORATIVE COURT UPDATE (CRC staff)  
There are currently between 160 and 180 active cases at the CRC. Plan in place for data  
management and analysis; shifting from working with OpenLattice to Automon, IT, and  
the AIMS app. The supervisor position at the CRC was re-classed and will be hiring in  
January.  
Memorial service will be held for Ron Johnson, CRC coordinator.  
F. Future Meeting Items and Dates  
Next meeting January 25, 2022.

- Continued discussion about the Community Justice Center Initiative core planning  
activities and coordinator position  
- Ideas for initiatives and recommendations to CJC  
- Potential: Dorl update on state allocation to PD offices, Sparkman, MPD, and DCSO
