A motion was made by BUNCK, seconded by ASHBAUGH, that the minutes be

1. 2022-2024 Dane County Aging Plan  
2022-2024 Dane County Aging Plan  
AAA Manager Cheryl Batterman shared the completed plan with the Board with  
documented feedback. This year the State changed the formatting for creating County  
Aging Plans. Focus was more on local (County) needs rather than Federal or State  
directives. Older Americans Act Program Supervisor Neal Minogue noted the great job  
done on the 2022-2024 Dane County Aging Plan. BATTERMAN thanked DCDHS  
Program Analyst Betsy Strahin for creating an online survey to help reach more  
community members for feedback on the plan—a critical component during a pandemic.  
BATTERMAN also thanked AAA Aging Program Specialist Angela Velasquez for drafting  
the plan’s goals. VELASQUEZ is finalizing the 2022 budget appendix and has already  
held coffee talk sessions with older adults to continue soliciting feedback on their needs.  
A motion was made by BUNCK, seconded by ASHBAUGH, to approve the  
2022-2024 Dane County Aging Plan as presented. The motion carried by the

1. Older Adult Housing Options/Status (Oliva Parry)  
Presentation is rescheduled for February 7, 2022 meeting.  
E. Reports to Board  
1. State and Federal Report  
MINOGUE spoke about the 2022-2024 Dane County Aging Plan and the work that went  
into the document; the data included with the narrative was very impressive. A statewide  
caregiver employer survey was conducted and the results will be shared so we can learn  
from employers and employees of what caregivers need to continue providing this vital  
service to older adults.

Minutes from November 18, 2021  
AAA Aging Specialist Angela Velasquez met with new Transportation Coordinator  
Nathanael Brown, ADRC Manager Jennifer Fischer, and ACS Administrator Todd  
Campbell. Discussed the connection with the ADRC and Transportation and the needs of  
older adults. BATTERMAN explained the Transportation unit is moving from their  
Northport location to the ADRC and will be supervised by ADRC Manager Jennifer  
Fischer.

3. Caregivers Discussion

Without the essential support from dedicated family members, many older adults and  
people with disabilities would not be able to live in their own homes and would be forced  
into expensive Medicaid-funded institutional settings.  
b. Two Jobs, No Breaks: Employed and Caregiving (https://youtu.be/I5g2RiOBgxs)  
[5 minutes] How family caregiving impacts family caregiver's participation in Wisconsin's  
workforce  
c. All On Our Own: Part Time Help for Full Time Care  
families provide, and the lack of paid help available to hire; the lack of quality direct care  
workers has increased pressure on family caregivers to an unsustainable level. Families  
have been forced to fill in the gaps, even though they already provide 80% of all the care  
needed. 85% of families do not have enough direct care workers to staff all authorized  
hours.  
Watched three videos highlighting the impact caregiving has on community members.  
4. Age Discrimination Discussion  
AAA Legislative/Advocacy Committee will be discussing this at the next meeting.  
5. Chair & Staff Reports  
BATTERMAN announced this is her last Board meeting due to her pending retirement.  
She will be working in the office until her retirement date (2/2/22). She will be working on  
a transition plan for the new AAA Manager. BATTERMAN thanked CMAPBELL for  
allowing her to think outside of the box to address the concerns of older adults in Dane  
County. She thanked the AAA Board members for their continued support of her and  
older adults living in Dane County. Board members joined in thanking BATTERMAN for  
her 10 years serving as AAA Manager and previous 12 years working within the Dane  
County Aging Network. MINOGUE expressed many thanks from the state office for all of  
her years of service and leadership.
