1. Chair  
Supervisor Gray nominates Supervisor Andrae. No other nominations were offered.  
Motion to elect Supervisor Andrae passed unamimously.  
2. Vice Chair  
Supervisor Kigeya nominates Supervisor Gray for Vice Chair. No other nominations were  
offered. Motion to elect Supervisor Gray as Vice Chair passed unanimously.  
C. Consideration of Minutes  
PP&J MINUTES OF MARCH 22, 2022  
A motion was made by WEIGAND, seconded by GRAY, that the Minutes be  
approved. The motion carried by a voice vote. 7-0

E. Reports to Committee  
Sheriff's Office - Jail Consolidated Project.  
Barrett presented and updated the committee on the project.  
Ralph Jackson registered as neither support or oppose Jail Update and does not wish to  
speak.  
F. Future Meeting Items and Dates  
May 24, 2022 and June 7, 2022  
Supervisor Weigand asked when in-person meetings would begin, and Chair Andrae  
stated that she anticipated it would occur after mid-June.  
Supervisor Weigand asked that the following subject matters be explored at a future  
meeting: (1) the recent act of arson at the Wisconsin Family Action Office; (2) the use  
of bail in Dane County; (3) human trafficking; (4) car thefts. Supervisor Gray also  
suggested bail reform as a future topic. Chair Andrae stated that the use of bail has not  
been addressed recently and may be appropriate for another review. Chair Andrae also  
asked whether a joint informational meeting with public works and transportation would  
be helpful for members to understand the jail consolidation project’s process. Supervisor  
Gray proposed that the committee explore the Huber program. Supervisor Kigeya added  
the use of weekend court as a topic as well. Supervisor Pellebon suggested adding the  
CJC’s membership as a discussion item.  
Chair Andrae proposed moving the time of the committee meetings to 5:30, and no  
member commented.

Erika Bach, Bunniegee, Jesse Bell Bern, and Michael Yaker registered to speak on item  
G, but were not available.  
Laura Zimmerman, Mo D, and Miranda Alksnis registered as neither support or oppose  
item G and do not wish to speak.  
Kay Galuska and Bridget Cremin registered in support of item G and do not wish to  
speak.
