A. Call To Order  
Present: Chair Annie Weatherby-Flowers;Vice Chair Shia Fisher; Samuel Katz;  
Supervisor Elena Haasl; April Kigeya

Vice Chair Fisher commented about chat features on Zoom not available as in past meetings, staff will  
follow up on this concern.  
B. Consideration of Minutes  
A motion was made by Katz seconded by Fisher that the minutes be approved.  
The motion carried by voice vote.

C. Action Items  
1. Voting on 2022 EOC Chair and Vice-Chair  
Chair Weatherby-Flowers caucused commission to table nominations until  
sufficient quorums to take care of sufficient business. This was requested  
because of limited meetings in the previous year. Kigeya inquired about past  
attendance issues, Weatherby-Flowers discussed pre-Covid and current Covid  
issues regarding removing non-compliant commissioners. Staff was asked to  
explain attendance rules and note how many times EOC met in 2021. Katz  
suggested moving nominations to end of meeting.  
Kigeya discussed being able to have elections, Katz backed this suggestion.  
Fisher wanted to be considered for Chair, Katz nominated Fisher.  
Weatherby-Flowers wanted to be considered for Chair, Haasl nominated  
Weather-Flowers, Kigeya abstained. Election ended in tie. Election tabled  
until sufficient quorum.  
2. Voting on 2022 EOC meeting dates  
This action was tabled.  
3. Voting on 2022 EOC Executive meeting dates  
This action was tabled.  
4. Discuss City EOC Collaboration  
Discussion regarding if the County EOC wants to work with EOC Advisory and  
City EOC creating collaboration on Equity and Inclusion across the County  
and the City, to se how they are utilizing resources on racial equity and  
social justice lenses. The chairs from OEI Advisory, County EOC, and City EOC  
can work together regarding work place, procurement, housing, and funding  
issues.  
Chair requested feedback. Feedback from Supervisor Haasl: good idea,  
focus, see how City EOC organizes and operates meeting, great basis for  
collaboration. Vice-Chair Fisher:it benefits to learn from others, from those  
with greater frequency of repetition of meetings, they do handle different  
things, recruitment strategies important. Staff feedback:discussed did meet  
with City EOC rep, informative, getting ideas from others can only get better.  
Chair discussed Powerpoint she created, processes of Rules and Procedure  
manual, outline to govern and support OEI Office, then have joint  
understanding of OEI and EOC work together on shared issues. Request staff  
to coordinate meetings between EOC and OEI Advisory.  
Motion to agree that County EOC would begin collaborating with OEI  
Advisory and City EOC on shared authority, initiatives and issues that are  
presented by the public and by respective bodies e.g. City Council, County  
Board Supervisors, Officers. Council on equity and social justice related in  
terms of hiring, procurement, complaints, authorities and duties.  
Motion for collaboration between County EOC, OEI Advisory and City EOC,  
made by Haasl, seconded by Kigeya. The motion carried by voice vote.  
5. Discuss/understand EOC's role with Equity Plan

1. Chair's Report  
The EOC Chair will summarize meeting and other related activities on behalf of the  
Commission since the last Commission meeting. For information only. Any item raised  
for future discussion will be posted on the next agenda. Updates from County Executive's  
Office.  
Chair attended OEI Advisory meeting on behalf of EOC. Quorum is an issue,  
they discussed revising their meeting time, moving forward with Pie Grant a  
gateway to processes, ensuring disadvantaged or new organizations that lack  
resources or expertise receive assistance, work on building collaborative  
relation community based issues e.g. jail, Covid vaccines, BIPOC Community,  
LGBTQ community not equal access of majority.  
Katz wanted to discuss “letter” from OEI, felt inappropriate, and commented  
on the scope. This was not a part of Chair’s Report. Katz withdraw inquiry.  
Then Katz read from the Staff’s report wanting clarification on reviewing the  
Equity Reports.  
Chair read from attached report of Authority, Procedure, and Duties,  
discussed reviewing equity plans.
