Call to order at 8:05 am

B. Consideration of Minutes  
Chair Ritcherson requested the following edit for the 11/17/2021 Minutes:  
- Page 2, 3rd item: Change “Commission” to “Committee”  
- Page 2, 6th item: Change last word from “Committee” to “Commission”  
A motion was made by Commissioner Klehr to recommend the 11/17/2021 Arts  
and Cultural Affairs Commission minutes for approval during the 01/19/2022  
Commission meeting as amended by Chair Ritcherson, seconded by Vice-Chair  
Morgan.  
The motion was carried by the following vote:

A motion was made by Commissioner Klehr to approve the 11/12/2021 Executive  
Committee minutes, seconded by Vice-Chair Morgan

C. Grants Review Update  
- Commissioner Curet proposed a new grant allocation method to be presented to the full  
commission for potential implementation in the first grant cycle of 2022.  
- Commissioner Curet met with Vice-Chair Morgan and Commissioner Klehr to discuss  
the proposed method.  
- The proposed method utilizes a mathematical formula in which the final award amount  
is derived from the exact score designated by review panelists.  
A motion was made by Vice Chair Morgan to recommend the proposed grant  
allocation for approval by the Commission, seconded by Commissioner Curet.  
The motion was carried by the following vote:  
4 - RITCHERSON, KLEHR, MORGAN and CHAWLA

D. Action Items  
1. Review/Approve 2022 Meeting Calendar  
- Chair Ritcherson may be absent March 16th, in which case Vice-Chair Morgan will lead  
the Commission meeting  
- All Executive Committee meeting dates were confirmed for 2022. Although the  
Commission will not meet in July and December  
- The Executive Committee will schedule to meet in July and December, with the option  
to cancel in the absence of pressing issues  
A motion was made by Chair Ritcherson to recommend the 2022 calendar dates  
for approval by the Commission, seconded by Commissioner Klehr.  
The motion was carried by the following vote:

E. Reports to Committee  
1. Blockstein Account Closeout  
- All Blockstein funds have now been distributed  
2. Discuss Appointment of New Executive Committee Member  
Chair Ritcherson will reach out to a current Commissioner about serving on the Executive  
Committee  
3. Discuss Vacant Commission Seat  
Chair Ritcherson will discuss new Commissioner prospects with Director Fraire  
4. Cycle 1, 2022 Grant Preparation Update  
- Cycle 1 is open through Feb 1, 2022  
- Number of applicants may be low due to pandemic delays and closures  
- Executive committee will discuss cycle 1 budget during next two meetings  
5. DANG 2 Report Update  
6. Poster/Calendar Update  
- DANG 2 report was sent to County Supervisors and Chief of Staff  
- Supervisor Chawla recommended adding the DANG 2 report to the next Commission  
agenda  
- Initial sales were strong, and 500-600 calendars remain  
- Many posters are still left due to limited distribution during the pandemic  
7. General Planning for 2022  
- Each Area of Focus group will determine their goals for 2022  
F. ED update  
1. Recent new funding, DAMA lease, recent publicity, upcoming DA funded performances, 2022 funding  
outlook  
- The Evjue Foundation has eliminated regranting awards, but did grant $50,000 to Dane  
Arts for 5 projects including DAMA’s second cohort of students, StartingBlock Madison  
artist residencies, Dane Arts Dance Arts, Greater Madison Music City Project, Dane Arts  
Buy Local artist educational workshops and collaborative festival with Willy Street Fair  
September 16th -18th  
- The September 16th -18th event will highlight the “cultural corridor” on the near east  
side and utilize a large portion of the Evjue funds  
- DAMA would like to be independent of Dane Arts going forward, with Dane Arts’ role  
limited to landlord for the DAMA building

1. Continuation of virtual meetings vs in person  
- Meetings will take place virtually through at least June 2022  
2. Tentative commission tour/visits/alternative meeting site  
- Tours will be on hold for the remainder of 2022  
- Public is encouraged to visit the City County Building lobby to view 6 murals of local  
musicians  
- Supervisor Chawla is engaging other County Supervisors about the Arts and Cultural  
Affairs Commission
