1. Meet Groundswell Conservancy Executive Director Angela West Blank  
Angela West Blank introduced herself and shared her background. She noted that  
Groundswell Conservancy cherishes the partnership with the Dane County Park  
Commission and the Conservation Fund Grant program. Park Commissioners and Dane  
County Park staff introduced themselves and noted they are looking forward to working  
with Angela and continuing to partner with Groundswell Conservancy.  
G. Reports to Committee  
1. McCarthy Youth & Conservation County Park shelter and parking lot project update  
Construction will start soon on a paved parking lot with storm water treatment facilities, a  
new timber frame shelter, and drinking fountain at McCarthy Youth & Conservation Park  
County Park. The original construction completion date was this fall, but given the  
current construction climate, it may push back to the spring of 2023. The vault toilet in  
the park will remain.

2. Lower Yahara River Trail phase 2 planning update  
The Lower Yahara River Trail phase 2 construction documents are nearing completion.  
The project is a bit behind schedule due to a change in the trail alignment through Lake  
Kegonsa State Park. The plan is to solicit proposals for construction administration soon  
and let bids this winter with construction starting in 2023.

3. Salmo Pond construction update  
The parking lot and vault restroom construction project is complete. Park operation staff  
removed the old vault toilet and installed the new vault, which is precise work. Dane  
County Parks is very lucky to have such a talented and knowledgeable crew. Staff and  
volunteers planted over 1,700 native plant plugs in the new stormwater basins. The  
project also included pathway improvements to the fishing piers and added a new picnic  
table as part of the Dan Wisniewski Accessible Fishing Area. A memorial boulder will be  
placed on site later this summer and a small dedication ceremony may be planned with  
the family at a later date.

CLOSED SESSION: The Park Commission entered into closed session per Wis. Stat.  
19.85(1)(e): The Commission may go into closed session for the purposes of  
deliberating or negotiating the purchasing of public properties, the investing of public  
funds, or conducting other specified public business, whenever competitive or  
bargaining reasons require a closed session.  
L. Return to Open Session  
A motion was made by MORAN, seconded by BOGUE, that the Meeting exit out of  
closed session. The motion carried by the following vote:
