2023 Proposed Fee Changes - Revision for Fee-Based Recurring  
Programs

A motion was made by THORESEN, seconded by BOGUE, that the new  
fee-based recurring program permit level and fee be approved as proposed,  
which was revised on 9-23-2022 based on feedback received at the public  
hearing. The motion carried by a voice vote 4-0.  
Proposed 2023 Fee Changes  
A motion was made by GOFORTH, seconded by THORESEN, that the  
remaining 2023 proposed fee changes be approved as presented. The motion  
carried by a voice vote 3-1, with Chair RIPP voting no.

1. Lussier County Park - Ganser Addition, Recreation Park Classification  
Clayton Ganser sold 80-acres to Dane County and retained a life estate on the property.  
Now the life estate has been terminated, the property is being classified as a Recreation  
Park as part of Lussier County Park.

2. History and Overview of Morton Forest  
The Morton family purchased 81 acres in 1953 and added the adjacent 39 acres in 1962.  
In 1999 Stephen Morton generously donated the property to Dane County Parks with a life  
estate, to preserve the land as a quiet, peaceful hiking and bird-watching property. In  
2014, in collaboration with the Madison Community Foundation, Stephen Morton created  
a permanent endowment fund to support Morton Forest. Stephen Morton relinquished the  
life estate in 2016, officially opening the property to the public. The property has three  
unique scenic overlooks.

bargaining reasons require a closed session.
