A motion was made by WEISS, seconded by WYATT, that the Minutes be  
approved. The motion carried by a voice vote 5-0.  
C. Action Items  
1. Update: Tree Board vacancy recommendations to Dane County Executive –Ritt will  
check with Exec’s office as there has been no word. Post-meeting note: The Exec’s  
office has contacted the candidates as of 1-19-22 to tell them that appointment will occur  
over the next six weeks.  
2. Discuss work groups and how meetings should be held under current rules  
Discussion: The new work group structure is based on a newer interpretation of open  
meeting law. The resolution language to create the Tree Board work groups needs  
approval by the full County Board. Rules include that there must not be a quorum of full  
committee membership number in any of the work groups, the Chair appoints members  
to each work group. Unsure if non-Tree Board members with an outside or ‘citizen’ status  
are allowed. All work group meetings need to be posted, have an agenda, generate  
minutes and be staffed (whether that is formal staff, such as Johnson, Extension support  
staff or a Tree Board member acting in that capacity is not yet known). One member will  
be chair of each work group, work with Johnson to get agenda, minutes, posting, etc.  
Extension is creating a template for work group meetings. Work Groups to decide when  
they meet re a regular schedule. Have to use Extension’s County Zoom account for office  
so can’t have two meetings at same time. All Tree Board members will need to be on at  
least one work group. Resolution will include the following descriptions of the work  
groups:  
a. Tree Board Outreach work group to consist of up to 4 members to address  
educational outreach to the public including but not limited to the creation and  
maintenance of the Tree Board website, a social media presence, PSAs, and  
presentations to the public regarding tree issues.  
b. Tree Board Events work group to consist of up to 3 members to address Tree  
Board events including but not limited to the annual Arbor Day event and public  
recognition awards.  
c. Tree Board Policy work group to consist of up to 4 members to address policy work  
focused on forestry and other tree issues.  
Re Outreach Work Group: Johnson and Ritt will follow up with Dane County IT to see if  
people other than staff members can have access with the new website. Post meeting  
note: Dane County IT responded that the Chair can allow non-staff members to have  
training and access.  
3. Approve PSA spending for winter radio ads HELMINIAK MOTIONS to spend rest of  
2021 budget on PSAs regarding deicing salts WYATT seconds. MOTION PASSES with  
voice vote.  
A motion was made by HELMINIAK, seconded by WYATT, that the rest of 2021  
budget be spent on PSAs regarding deicing salts be approved. The motion  
carried unanimously 5-0.  
4. Decide on alternate meeting dates for October, November and December 2022:

1. Dane County Tree Canopy Working Group: Johnson and EDDY summarized the  
purpose and status of the group. Currently, the group is creating a mission statement and  
deciding on action steps to get more canopy cover in Dane County using equity, low  
cover and runoff mitigation as rating factors to determine areas of highest need. The Tree  
Board may have a role. Johnson will keep the board apprised.  
2. Alliant Energy Tree Planting project Alliant Energy initiative to plant 1 million trees over  
the next 10 years in Iowa and Wisconsin. There may be an opportunity for the Tree Board  
to partner, possibly through the Tree Canopy working group.
