Commission Introductions  
- Commissioners introduced themselves to new Commissioner, Fran Puleo Moyer.  
- Commissioner Puleo is a classically trained flutist and piccolo player. She previously  
held the position of Community and Public Relations Manager at Monona Terrace where  
Dane Arts provided program support, has served on Dane Arts grant review panels, and  
now holds the position of Assistant Director of Outreach Programs and is the Badger  
Talks Producer at UW-Madison.  
B. Consideration of Minutes  
MINUTES FROM THE NOVEMBER 17, 2021 ARTS AND CULTURAL AFFAIRS  
COMMISSION MEETING

A motion was made by Commissioner Klehr to approve the November 17, 2021,  
Arts and Cultural Affairs Commission meeting minutes, seconded by Vice-Chair  
Morgan

C. Presentations  
1. Grant Allocation Formula presented by Commissioner Am Curet  
- Commissioner Curet, Commissioner Klehr and Vice-Chair Morgan met to discuss  
several allocation formulae options to improve the grant allocation process.  
- Option #1: a mathematical equation in which the grant award is determined by the  
applicant’s point score and the percentage of available funds compared to total requested  
funds.  
- Option #2: A minimum award is given to all eligible applicants (that meet the criteria and  
standards for consideration) with additional funds distributed above the minimum score  
level to be determined by the Commission. Additional funds will follow the same equation  
as Option #1.  
- A grant allocation minimum would help mitigate the range of funding request amounts.  
- Eligibility of applications will be determined by Dane Arts Executive Director and staff.  
- The proposed grant allocation process and details merit further discussion, but there  
was a general consensus among commissioners to explore a grant allocation process  
that utilizes an exact mathematical formula based on application scoring.  
- The Arts and Cultural Affairs Commission strives for equity in Dane Arts systems and  
will continue to review processes for improvement.  
- Implementation of grant allocation Option #2 will be discussed in future meetings.

A motion was made by Commissioner Curet to allocate grant dollars with a  
mathematical formula based on the applicant’s point score, applicant’s  
requested amount, and amount of grant dollars available, seconded by  
Vice-Chair Morgan

2. 2022 Commission Meeting Schedule  
A motion was made by Vice Chair Morgan to approve the 2022 Arts and Cultural  
Affairs Commission meeting dates as presented, seconded by Commissioner  
Curet.

E. DANG 2 Report  
The DANG 2 report was sent to the Dane County Chief of Staff and all County  
Supervisors  
- $1 million dollars in relief funds were distributed by Dane Arts in the form of grants to  
400 individual artists at $2,500 each.  
- The report was met with approval from the Chief of Staff and proves the Commission’s  
aptitude in advocating for and serving the Dane County arts and culture community.  
F. Reports to Committee  
1. Executive Committee/Chair Report  
- Tracy Williams has resigned from the Dane Arts commission to take advantage of a  
professional opportunity in Milwaukee, WI. A Dane Arts “thank you” plaque was given to  
her.  
- Chair Ritcherson has appointed Commissioner Miquelon to be the fifth member of the  
Executive Committee to fill the void created by the resignation of former commissioner  
Williams.  
- The Commission now has two vacancies to fill left by Commissioner Williams and  
Commissioner Montoto, whose appointment expired in December of 2021. A Dane Arts  
“thank you” plaque will be ordered for Montoto.  
- Chair Ritcherson and Director Fraire will discuss potential new Commission members  
and existing Commissioners are encouraged to send recommendations.  
- In the future Chair Ritcherson would like to prepare for expiring commissioner terms in  
advance.  
- Chair Ritcherson asked Commissioners to develop their “Area of Focus” goals for 2022  
and report at the February Commission meeting.  
- Cycle 1 grants have about 30 applications in progress, which is lower than typical  
because of cancelled performances and other in-person events due to the effects of the  
pandemic.  
2. Commission Member Reports  
None.  
3. Executive Director Report  
- Refence Director Fraire’s notes.  
Updates per Chair Ritcherson:  
Cycle 1 Grants  
- Cycle 1 grants have about 30 applications in progress, which is lower than typical due to  
the pandemic.  
- Blockstein funds are completely exhausted.  
- The grant funding for 2022 cycles 1 and 2 totals $198,000, the allocation between  
cycles will be determined by the Commission.  
- DAMA is now an independent organization with Dane Arts/Dane County is the landlord  
for DAMA. A proposed 5-year lease resolution will be brought before the Dane County  
Board of Supervisors.  
G. Future Meeting Items and Dates  
- February 16, 2022, is the next commission meeting date.  
- Meetings will be held virtually until further notice.  
H. Public Comment on Items not on the Agenda  
None.  
I. Such Other Business as Allowed by Law  
- Cultural Affairs Specialist Brulla announced the Silver Lining Awards hosted by Friends  
of the Madison Arts Commission.
