B. Consideration of Minutes  
[Minutes from the April 13, 2022 Arts and Cultural Affairs Commission  
Meeting]

A motion was made by Vice Chair Morgan to approve the Minutes from the April  
13, 2022 Arts and Cultural Affairs Commission Meeting, Seconded by  
Commissioner Puleo Moyer.  
The minutes were amended per Chair Ritcherson’s recommendation that budget  
item #2 should specify the approved budget was $95,400.  
The motion was carried by a unanimous voice vote.

Mary Cait McManamon, Communications Manager at StartingBlock Madison  
- Mary Cait McManamon is the Communications Manager at StartingBlock Madison, an  
entrepreneurial hub and co-working space  
- McManamon has a background in the arts and business management.  
- StartingBlock hosts three Artists in Residence sponsored by Dane Arts  
- Another notable collaboration was an artist and entrepreneur networking event  
co-hosted by the Bolz Center for Arts Administration and Dane Arts  
- McManamon believes artists and entrepreneurs benefit from each other by providing  
creative inspiration for business owners and tools for artists who want to learn more from  
business owners  
- StartingBlock members include solo-preneurs and individuals working remotely, as well  
as non-profits and satellite offices for commercial businesses  
E. Reports to Committee  
1. Recap of cycle 1 grant review process using new mathematical formula  
- The new formula expedited the grant allocation process in general and Commissioners  
are pleased with the new process  
- No feedback on the new formula was received from applicants, but 2022 Cycle 1  
panelists recommended revising the application and creating an informational webinar to  
publish on the Dane Arts website  
- Any application revisions will be reflected in the grant scoring rubric  
- All 2022 Cycle 1 applicants will receive an award and required paperwork is due by the  
end of May  
- Funding is typically distributed within a month and a half from application due date  
- 2022 Cycle 2 applications open June 1 and are due August 1  
2. Chair/executive committee report  
- Vacant Commission seats still need to be filled  
- Jessica Cavazos will leave the Dane Arts Commission in June 2022  
- Vice Chair Morgan will also be leaving the Dane Arts Commission in June 2022 after ten  
years of service  
- Commissioners are encouraged to email Commissioner Puleo Moyer or Director Fraire  
on any new Commission member ideas  
- Commission elections will take place in June  
- Whomever is elected as Vice Chair will automatically be appointed to the Executive  
Committee  
- Chair Ritcherson would like to keep in mind scheduling a tour of Wild Rumpus Circus  
and/or MYArts in August or November 2022 pending Dane County Covid meeting  
protocols  
- Commissioners expressed interest in continuing virtual meetings or exploring hybrid  
meetings in the future  
-May discussion topics, introduce June discussion  
topics  
Poster/Calendar artist rotation: Chair Ritcherson posed the question of whether or not the  
same Poster/Calendar artists should be featured in consecutive years  
- Director Fraire suggested refraining from any limitations for the 2023 calendar call for art  
- Commissioner Klehr recommended keeping in mind who was selected in the previous  
year during the selection process  
- The consensus for the 2022 Call for Art process is to keep the above in mind while  
selecting artwork based on artistic merit and the overall curation of the calendar  
Should applications from large organizations be reviewed along with smaller organizations  
- This is addressed in the grant scoring rubric and panelists are encouraged to score  
applications based on individual merit versus against each other  
- The consensus was to not pursue this issue unless data shows that an unfair  
advantage is created based on the size of applicant organizations  
3. Areas of Focus reports  
- Commissioner Puleo Moyer will share a Google Sheet to all Commissioners to  
recommend potential future Commissioners  
- Commissioner Puleo Moyer offered to create a document where Commissioners can  
sign up to assist during upcoming events  
4. Executive Director reports  
- Reference Director Fraire’s notes  
- Dane Arts staff need assistance with a number of upcoming Dane Arts events  
- The Arts and Economic Impact survey has been released and will need support to  
collect surveys from hundreds of Dane County nonprofit arts organizations over the next  
year  
- Dane Arts Buy Local is collaborating with the Willy Street Fair and will be taking place  
September 15-17, 2022  
F. Future Meeting Items and Dates  
May/June Dane arts sponsored activities  
- The next Dane Arts Commission meeting is June 15  
- Check the Dane Arts newsletter for upcoming Dane Arts Supported Events
