A. Call To Order  
The meeting was called to order at 5:00 p.m.  
Staff and others present: Casey Becker, Pedro Ruiz, Joanna Cervantes, and Peter  
Ouchakof (staff).  
Ruiz joined the meeting at 5:20 p.m.  
Brown left the meeting at 5:30 p.m.  
B. Public Comment on Items not on the Agenda  
None.  
C. Consideration of Minutes  
A motion by Ripp, seconded by DeGollon, to approve the minutes of the November 2,  
2021 CDBG meeting. Commissioner Johnson noted that the attendance list was missing  
from the minutes; staff will update this with the Clerk's Office and re-post the corrected  
version of the minutes to Legistar.  
Motion to approve minutes, with the change mentioned above, passed unanimously by a  
voice vote.  
A motion by Solberg, seconded by DeGollon, to approve the minutes of the October 18,  
2021 CDBG Loan Review Team meeting. Motion carried unanimously by a voice vote.

MEETING.

D. Action Items  
SUBSTANTIAL AMENDMENT TO 2021 AAP- MAZOMANIE FLOOD  
MITIGATION PROJECT.  
This item was moved after 2021 ACT-327 because the assigned program specialist was  
not yet present on the meeting.  
Staff Ruiz read the summary of the proposed substantial amendment.  
Staff Ouchakof added that a public notice has been posted about the proposed  
amendment, and a public hearing would be held at the March 1, 2022 Commission  
meeting to garner resident input. Following the public hearing on March 1, the  
Commission will act upon the item and if approved, the amendment will move forward to  
the County Board for approval.  
Motion by Ripp, seconded by Johnson, to approve the Substantial Amendment. Motion  
carried unanimously by a voice vote.  
This item was approved.  
2022 CDBG COMMISSION MEETING CALENDAR.  
Staff summarized the proposed calendar for 2022 CDBG Commission meetings.  
DeGollon asked about the holidays in October, and about the possibility of meeting on  
the regular first Tuesday of month, October 4th. Staff cited the County Board holiday  
memo, stating that the meeting would need to be finished prior to sunset. Chair Solberg  
proposed the Commission plan on meeting October 4th instead of October 25th, and  
consider moving the meeting earlier in the day depending on the volume of agenda items  
for that meeting. Staff also noted a mistake for the month of November, as the CDBG  
meeting date should read November 1st instead of November 2nd.  
A Motion by DeGollon, seconded by Brown, to approve the meeting calendar, as  
presented, which includes the aforementioned changes (October 4th instead of October  
25th, and November 1st instead of November 2nd). Motion carried unanimously by a  
voice vote.

E. Reports to Committee  
FEBRUARY 2022 EXPENDED FUNDS REPORT.  
Staff summarized the February expended funds report, noting an expenditure for  
Sankofa's CDBG-CV project that has been drawn and will be corrected for the March  
Expended Funds Report.  
FEBRUARY 2022 RLF LOAN REPORT.  
Staff summarized the February RLF Loan report, noting all borrowers are current with  
payments as of the January ACH payment.  
F. Future Meeting Items and Dates  
March 1, 2021 at 5pm (via Zoom).  
Meeting will include a public hearing on the Mazomanie Substantial Amendment.

A motion by Amegashie, seconded by Johnson, to adjourn. Motion carried unanimously  
by a voice vote, and the meeting adjourned at 5:35 p.m.
