1. Peer Support Specialists and Mental Health in Pretrial Services  
Discussion of the history of pretrial services in Pima County, dating back to 1972. Pima  
County’s pretrial services includes pre-booking release, initial appearance bail reports,  
pretrial release supervision unit, and a diversion program (called STEPs), in collaboration  
with community-based wraparound services. Discussion of how pre-booking pretrial  
services works. Pretrial Services sees approximately 7,000-10,000 felony cases each  
year, and 20,000 misdemeanor cases. Each day, there are approximately 1,800 people  
on supervised release.  
Pima County uses the AC-OK screener for substance use and mental health. They  
partner with behavioral health service provider Hope Inc., which has an office co-located  
in the Pretrial Services office in the jail. They also partner on the Enhanced Supervision  
program for people with higher needs related to substance use (specifically opioids).  
The STEPs diversion program uses peer support specialists. Peer specialists are often  
the first appointment that a defendant has in the courthouse. The program also offers  
housing assistance, connection to community organizations, and has four designated  
hospital beds. Peer support is a specific role, and specialists are not just there to cover  
a larger caseload. All pretrial release conditions are voluntary, including mental health  
treatment. Pretrial Services is unable to hire and pay peer support specialists directly,  
but they can collaborate with an organization to do so.

1. Pretrial Services Department Updates  
The Director of Pretrial Services department job description has been written. It will be  
posted soon and will be open for 3 weeks. Aim to hire by end of November.  
2. Discussion about Weekend Initial Appearance  
Weekend initial appearance has been an ongoing, long-standing question in Dane  
County. In order to pursue this discussion further, data is needed to determine how many  
people are impacted by weekend jail bookings and would benefit from initial appearance  
during the weekend. Discussion about focusing on weekends with large events. In order  
to do this, state agencies would have to be involved due to the structure of judges, public  
defenders, and district attorneys as state employees. Weekend initial appearance  
operates in Milwaukee successfully.
