A motion was made by MCGINNITY, seconded by Farsetta, that the minutes be

1. 2023 AAA Budget Priorities  
2023 AAA Budget Priorities  
AAA Aging Program Specialist Angela Velasquez shared with Board members the 2023  
AAA Budget Priorities that have been approved by the AAA Legislative/Advocacy and  
AAA Access Committees. Question about increasing the Case Management more than  
the requested amount. Velasquez explained this budget year may be more frugal than  
prior years given the rate of inflation and the possibility of a recession in addition to  
needing to add case managers to some focal points and the difficulty in doing so using  
the existing funding formula.  
A motion was made by RUTKOWSKI, seconded by Farsetta, to approve the  
2023 AAA Budget Priorities as presented. The motion carried by the  
following vote:

VELASQUEZ nominated Caroline Werner to join the AAA Nutrition/Wellness Committee.  
Caroline comes with a wealth of knowledge about older adults and will be a great benefit  
to the committee.  
A motion was made by RUTKOWSKI, seconded by Farsetta, to approve  
Caroline Werner joining the AAA Nutrition/Wellness Committee. The motion  
carried by the following vote:

Long discussion with Board members about what direction is the Diversity Work Group  
looking for and were the current members willing to continue to participate in the Work  
Group. Concerns of bandwidth of staffing this work group.  
A motion was made by MCGINNITY, seconded by BUNCK, to table the  
recommendation until AAA Legislative/Advocacy Committee member Faisal  
Kaud and others from the Diversity Work Group can attend the AAA Board  
meeting to discuss what their needs are. The motion carried by the following  
vote:

E. Reports to Board  
1. State & Federal Report (Langer)  
Laura Langer of the WI Bureau of Aging and Disability Resources (BADR) reported that  
Velasquez had met with BADR staff to update them on the new Disability & Aging  
Services division for Dane County. Regular meetings with BADR and AAA will continue  
for the purpose of establishing open communication with each other. BADR staff have  
been unable to attend training or travel to other counties that are listed as “high” for  
COVID status. New staff member Samantha Margelofsky will be working with SHIP &  
MIPPA data. She will be training for Tribes and volunteers throughout Wisconsin  
Counties. Another new position is Business Automation that will be collecting resources  
and working with the SAMS program and time reporting.  
2. Board Member Reports  
Chair RATCLIFF summarized the minutes for each committee unless further explanation  
was requested for an item.  
a. AAA Access Committee (Farsetta, McGinnity)  
Minutes from July 11, 2022  
VELASQUEZ explained the discussion of caregiver funding for BIPOC caregivers and the  
needs for funding that are not allowable through the National Family Caregiver grants  
program. This will continue to be worked on by the Caregiver Advisory Board in the fall.

c. AAA Nutrition/Wellness Committee (Clausius & Rux)  
Minutes from June 8, 2022.  
VELASQUEZ explained that the Romnes meal site is located in a residential building.  
The building is security locked, making it less accessible to older adults that do not  
reside in the building, which is not allowable in the OAA meals program.  
Next meeting: Wednesday September 7, 2022 at 11:30 am via Zoom.  
d. Dane County Health & Human Needs Committee (Palm)  
Minutes from May 26, June 9 and July 14, 2022.  
July 28, 2022 minutes not ready for agenda. Have included the HHN  
agenda.  
Transportation Summary  
PALM forwarded a powerpoint presentation by Transportation Coordinator Nathanael  
Brown to share with Board members about Transportation numbers to date for the  
county.  
Next meeting: Thursady August 11, 2022 at 5:30 pm.  
e. Specialized Transportation Commission (Ashbaugh)  
July 20, 2022 minutes not done for this agenda. Attached STC Agenda  
for information purposes.  
Next meeting: Sometime in September. Conflict with date of meeting and new  
appointments by County Supervisors.  
3. Diversity Work Group Update  
Discussed in Action Items.  
4. Age Discrimination Discussion Update  
RATCLIFF stated this remains on hold until such time as AAA Manager Sridevi Mohan  
can add it to the workload of the AAA.  
5. Regional Housing Strategy Update  
Not meeting until the fall.  
6. Board Member Status  
Need one more position filled on the AAA Board. Ted Bunck is still serving until his seat  
is filled or he decides he can no longer serve.

Chair RATCLIFF summarized the How-To Summary for Voters. BUNCK mentioned that  
vets make up 50% if voting older adults in long-term care facilities.  
VELASQUEZ talked about her new role as the Disability and Aging Services Division  
Administrator. A new Division organization chart will be sent to Board members.

Chair RATCLIFF noted that AAA Manager Sridevi Mohan would like to discuss the future  
goals and vision of AAA.
