AAA Legislative/Advocacy Committee Recommendation to AAA Board  
Long discussion by Diversity Work Group (DWG) members explaining the reason for the  
group and goals. AAA Legislative/Advocacy Committee member Faisal Kaud has taken  
the lead on the DWG and presented what the group has done for the past two years.  
KAUD answered questions from AAA Board members.  
A motion was made by CLAUSIUS, seconded by RUTKOWSKI, to table item to  
further discuss and obtain more information on how the Diversity Work Group  
will be run. The motion carried by the following vote:

E. Reports to Board  
1. State and Federal Report (Langer)  
Laura Langer of the WI Bureau of Aging and Disability Resources (BADR) reported hiring  
of two additional staff members. Wanda Thompson will be working with all 11 tribes and  
ARPA funding. Caregiver based money for ACL for administration of services totaling  
$300,000 over 5 years. Respite Care conference held at the Concourse Hotel with some  
valuable keynote speakers.  
2. Board Member Reports  
Chair RATCLIFF summarized the minutes from each committee.  
a. AAA Access Committee (Farsetta & McGinnity)  
Minutes from August 1.  
Next meeting: Monday October 3, 2022 at 2pm via Zoom.  
b. AAA Legislative/Advocacy Committee (Bunck & Rutkowski)  
Minutes from August 24, 2022.  
Next meeting: Wednesday October 26, 2022 at 9am via Zoom.  
c. AAA Nutrition/Wellness Committee (Clausius & Rux)  
Meeting Sept 7, 2022-Minutes not ready as of agenda.  
CLAUSIUS reported discussing a HDM waitlist policy. The committee tabled the item so  
that Focal Point Directors could have input into the process, as they will be the main  
people implementing the policy if needed.  
Next meeting: Wednesday November 2, 2022 at 11:30am.  
d. Dane County Health & Human Needs Committee (Palm)  
HHN Minutes from 8/11/22.  
Minutes from September 1, 2022 meeting.  
PALM noted the shortage at Badger Prairie of nursing staff. The committee is concerned  
about the healthcare needs for older adults.

e. Dane County Specialized Transportation Commission  
STC minutes from July 20.  
Next meeting: TBD based on commission members availability  
AAA Clerk III Cindy Matulle advised the STC is still having meeting time issues with  
County Supervisors having meetings scheduled at the same time. AAA Board also  
needs a representative on the STC but it is difficult given the unknown meeting dates  
and times. MATULLE did explain the STC membership and a Board member is needed.  
MATULLE will check with Transportation Coordinator and find out if set dates and times  
are coming.  
3. Diversity Work Group  
Addressed in Action Items.  
4. Age Discrimination Discussion Update  
Nothing to report at this time.  
5. Regional Housing Strategy Update  
Meeting at the end of September.  
6. Board Member Status  
MATULLE thanked BUNCK for reaching out to Cleveland James who has applied to be  
on the AAA Board. BUNCK is serving passed his term and Mr. James would make the  
Board complete. We have two openings on the Access committee along with one  
opening each on the Legislative/Advocacy, Nutrition/Wellness and STC.  
7. Chair & Staff Reports  
Budget Priorities  
AAA Manager Sridevi Mohan stated that all of our 2023 Budget Priority requests were  
granted with money within the Dane County Human Services budget. One exception was  
Case Management were $51,000 of $117,323 request was included in the Human  
Services budget. We could still make a request to the County Executive and County  
Board of Supervisors to include this shortage in their budget portion.  
Division Administrator Angela Velasquez reported in the time she has been with Dane  
County she doesn’t recall a time when AAA Budget Priorities were included in the Human  
Services budget.  
AAA moving forward- goals and priorities  
MOHAN discussed what her goals and vision of the AAA moving forward. Would like  
AAA to be more state of art and not just on a local/state level but a national. Short-term  
goal of finding out why/why not programs are being used by underserved communities  
and understand barriers/needs. Some midterm goals are establishing more trust from  
our older adults and community partners and providing more meaningful Healthy Aging  
services. Collecting and sharing more data with community partners and how to  
effectively improve services. More equitable goals in programs and across the board.  
Long-term goals of working across all sectors. Work with academia to create evidence  
base for communities of color/LGBTQIA+/rural and other underserved communities.  
Need to complete the Aging Plan Goals in place. May need additional staffing in AAA to  
continue to provide meaningful services/programs and advocacy as the community ages.  
WAAN is creating talking points as Humana and Molina are buying our local MCO.
