A. Call To Order  
Linda Ketcham called the meeting to order at 5:34 p.m. with a quorum present.

Following the new County public meeting rules, Chair Ketcham asked if there was any objection to  
having a three-minute limit for public comments. No objection was raised.  
B. Consideration of Minutes  
04-04-22 CCHIC MINUTES  
A motion was made by Williams and seconded Benford to approve the minutes  
of April 4, 2022. No discussion and no opposition. Ketcham, Williams, Baldwin,  
Benford, Figueroa-Cole voted to approve. Kamp abstained.

D. Action Items  
1. 2023 Budget Recommendation Listening Session  
Staff answered committee member’s questions regarding existing assistance for  
transportation.  
Committee members discussed the challenges people who are frequently incarcerated  
face and importance of finding solutions for the population. The Committee will have  
presentation on homelessness among justice involved individuals and continue  
discussion regarding the public comment at the next meeting.

2. Homeless Bill of Rights  
A motion was made by Williams, seconded by Baldwin, to postpone the  
discussion on the homeless bill of rights to the June committee meeting.  
Unanimous.

1. Doubled Up Work Group Presentation (by HSC Doubled Up Work Group)  
Jani Koester from HSC Doubled Up Work Group shared information on upcoming events  
hosted by the Work Group.  
Johneisha Prescott, Housing Strategy Specialist from Dane County Housing Access and  
Affordability Division, presented short term and long term goals for her work at the  
County, gaps and needs, estimated number of people experiencing doubled up  
homelessness and next steps and answered the committee members’ questions.

1. Men's Shelter Updates  
Jim O’Keefe provided updates on development of the new purpose-built men’s shelter  
(Bartillion Dr) and the next temporary men’s shelter (Zeier Rd) including preliminary  
timelines and estimated capital budget gap.

2. Covid-19 Response Update  
Sarah Riley, Kristina Dux and Sarah Lim provided updates on COVID-19 Vulnerable  
Population Hotel, Isolation and Quarantine Center, and congregate shelter utilization and  
answered the committee members’ questions.
