B. Consideration of Minutes  
MINUTES OF THE 7/21/2022 LAND INFORMATION COUNCIL MEETING

A motion was made by HICKLIN, seconded by GALLAGHER that the minutes be  
approved. The motion carried by a voice vote.  
This resolution was approved  
C. Action Items  
1. LIO Budget - Mueller & Iausly  
County Exec has signed the 2023 budget and this only changes one item on the  
submitted LIO budget. There is a 9% cola which increases personal services. As an fyi,  
the Register of Deeds 2022 doc count may fall a bit short for 2022, as it is currently at  
71,000 and 80,000 was used for budgeting in 2022 and 2023.  
It was motioned by CHLEBOWSKI, seconded by HICKLIN to accept the updated budget.  
D. Presentations  
1. Daniel's Law Update - Chlebowski  
It is presumed that Daniel's Law will pass the federal defense bill, then onto the state.  
Chlebowski will let the LIC know when it has passed. We have yet to know what will be  
included in the state language.  
2. Fly Dane Update - Iausly  
Fly Dane 2022 is complete. All imagery has been received. It is now time to forecast  
and prep for Fly Dane 2024. A three inch imagery is hoped for, but that would  
significantly increase the cost. LIO will communicate and secure commitments from  
municipalities in advance in attempt to offset costs.  
3. NG911 GIS Grant Update - Iausly  
The Department of Military Affairs released grant monies for 911 funding purposes. LIO  
and 911 worked together on the grant application and it has been applied for.  
4. Parcel ownership portal & AGOL Platforms - Berquist  
Village of Windsor Community Development has asked if it is possible to obtain the  
blocked/opted out information in Access Dane. They have the information in some  
format/software, but wish to not have to toggle between Access Dane and such program  
when needing the blocked information (owner status, etc.). There are approximately  
20,000 people opted out at this time. It was determined that further discussion will take  
place at a future meeting.

The next LIC meeting is currently planned for Thursday January 19, 2023 @ 9:00am.

adjourned.
